On May 25, Mr. Pham Chanh Trung - Head of the Ho Chi Minh City Population Department - said that in the first round of screening, Ho Chi Minh City screened 3,291 women who gave birth to 2 children before the age of 35 to pay a subsidy of 3 million VND according to regulations.
Previously, the Ho Chi Minh City Department of Population reviewed and compiled the first statistical list of women under 35 years old, giving birth to two children from December 21, 2024 to April 15, 2025 to provide support while waiting for instructions on implementation procedures according to administrative decentralization.
Mr. Trung added that wards and communes in Ho Chi Minh City have begun to record women who give birth to two children before the age of 35 when people make birth certificates for their children.
In addition to subsidy policies, the city is also making efforts to implement policies on social security, support foreducation , health care, living, housing, personal income tax, entertainment... so that young couples can feel secure in having children and having two children.

At the end of 2024, the Ho Chi Minh City People's Council issued a resolution on reward and support policies for collectives and individuals who have performed well in population work in the area.
The policy aims to encourage localities, organizations and people to actively participate in activities to improve population quality, address issues related to fertility, gender imbalance, and health care for the elderly.
According to the proposal, women who give birth to two children before the age of 35 will receive 3 million VND in support.
Pregnant women and newborns from poor, near-poor, social protection households or living on island communes will be supported with prenatal and newborn screening with a total support of 2 million VND, including 600,000 VND for prenatal screening, 400,000 VND for newborn screening and 1 million VND in direct support.
Wards, communes and towns with 60% of couples of childbearing age giving birth to two children for three consecutive years will be awarded a certificate of merit by the district People's Committee and supported with 30 million VND.
If this achievement is maintained for 5 consecutive years, the commune will receive a certificate of merit from the City People's Committee and a support of 60 million VND.
