Quarry not ready to increase capacity by 50%

Up to now, all 3 key projects being implemented in Dong Nai province including: Long Thanh International Airport, Bien Hoa - Vung Tau Expressway and Ring Road 3 - Ho Chi Minh City have applied a special mechanism in mineral exploitation activities (KTKS) which is to increase the maximum exploitation capacity by 50%. This is considered the "key" to solving the problem of local shortage of construction stone for large construction sites.

However, in reality, many mines still do not meet the conditions for increasing capacity.

There is a special mechanism to increase capacity.

On June 11, the Government issued Resolution No. 168/NQ-CP on the application of special mechanisms in the use of KTKS as common construction materials. Accordingly, mines that have been licensed for exploitation, are still valid and are supplying materials for the Long Thanh Airport Project are allowed to apply special mechanisms according to Resolution No. 60/NQ-CP (Resolution of the Government issued on June 16, 2021).

Thus, up to now, all 3 key projects in the province have been included in the list of special mechanisms. Specifically, KTKS mines supplying these projects are allowed to increase their mining capacity by up to 50% compared to the current license.

As of June 16, Dong Nai province has allocated more than 4.3 million m3 of construction stone to the Long Thanh Airport Project Management Board.

Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said that recently, the province has proactively implemented many solutions to remove difficulties in materials for key projects. Accordingly, the province has established two working groups to: allocate minerals to investors and remove legal obstacles for mining enterprises.

Since March 2025, the province has continuously sent documents to central ministries and branches to propose solutions to remove difficulties in investment, land, and planning for mines. In particular, adding the Long Thanh Airport Project to the list of special mechanisms is considered a decisive factor in accelerating construction progress and solving the problem of construction stone.

Commenting on this issue, Deputy Director of Long Thanh Airport Project Management Board Hoang Manh Chi stated that the demand for construction stone for the project is at a “hot” level. This material plays a decisive role in the progress of the project.

According to Mr. Chi, although the amount of stone supplied to the project has increased after the directions of the Central and the province, it is still not enough. Specifically, the total current demand is 4.9 million m³, the province has allocated 4.3 million m³, but contractors have only signed contracts with the mines for about 2.9 million m³, reaching 67%. The actual amount of stone brought to the construction site only reached nearly 1 million m³, equivalent to 34% of the plan. Therefore, the application of a special mechanism in KTKS is of special importance. The investor will continue to register the remaining volume for the province to allocate to the mines to meet the requirements.

Need to urgently overcome the shortcomings

According to the resolution on special mechanisms, mines that are allowed to increase their capacity must comply with land use planning and have completed land use rights transfer agreements with local people. In cases where a mine already has land but has not completed land lease procedures, it is only allowed to increase its capacity to supply key national projects in the transport sector.

The Government assigned the Provincial People's Committee to closely monitor the capacity increase and ensure that the additional output only serves key projects, while requiring safety and environmental protection during the exploitation process.

Deputy Director of the Department of Agriculture and Environment Tran Trong Toan said that the department has quickly deployed the resolution to departments, branches, units and enterprises for information and implementation. At the same time, the department proposed that the Provincial People's Committee direct project management boards to specifically review the volume of stone signed in the contract, the volume brought to the construction site and the remaining demand until the end of 2025.

Contractors are required to report in detail the types and progress of the materials to be supplied so that the province can work with the mines and adjust the allocation accordingly. At the same time, the mine owners are required to publicly disclose their mining capacity, types of stone that can be supplied, output and delivery progress so that the contracting unit can know.

During the working session on June 16, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang emphasized that although the province has repeatedly directed, the quarries have not yet proactively completed the relevant procedures to be ready to increase capacity when permitted. This reality directly affects the progress of key projects, reducing the effectiveness of implementing specific policies.

According to provincial leaders, there is not much time left from now until the end of the year, while most key projects are required to be basically completed in 2025. Therefore, mines need to quickly overcome obstacles, especially regarding land and environmental law, to increase mining capacity and best meet the material needs of the project.

The representative of the investor of Long Thanh Airport Project expressed that recently, the unit started a number of additional bidding packages, therefore, the last months of this year and 2026 will require a large amount of construction stone. Therefore, the quarry owners need to provide information soon on the volume, type and quality of stone that can be provided so that the investor can make a specific plan. At the same time, this investor proposed that the province have a way to handle the type of stone that is allocated but does not meet the requirements of the airport project.
