Expanding the target group eligible for loans under the job creation support policy

Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, on the afternoon of June 4, the National Assembly Standing Committee (NASC) gave opinions on the reception and revision of the draft Law on Employment (amended).

At the meeting, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that the revised draft law consists of 8 chapters and 55 articles (3 articles less than the draft submitted to the National Assembly for discussion in the first round, 9th session).

Accordingly, regarding the subjects of loans for job creation support policies, some opinions of National Assembly deputies proposed to expand or prioritize loans for enterprises, production and business establishments; employing many female workers or owned by women; employing many elderly workers; start-up and innovative enterprises. There were opinions suggesting to expand the subjects of loans to support job creation, maintaining and expanding employment and working abroad with preferential interest rates.

In response to the opinions of National Assembly deputies, the draft law has been revised in the direction of assigning the Government to base on the socio -economic situation to decide to expand the subjects eligible for loans with lower interest rates when borrowing capital to support job creation; maintain and expand jobs and borrow capital to support working abroad under contract.

The Standing Committee of the Culture and Social Affairs Committee believes that the benefit level of 60% of the average monthly salary for unemployment insurance (180%) is relatively consistent with international practice and the benefits that employees receive when they lose their jobs according to current regulations.

Regarding the monthly unemployment benefit level, Mr. Nguyen Dac Vinh stated that some opinions proposed to increase the monthly unemployment benefit level to a minimum of 65% and allow the Government to adjust it up to a maximum of 75% in case of economic crisis, large-scale epidemic...

The Standing Committee of the Committee for Culture and Social Affairs believes that the benefit level of 60% of the average monthly salary for unemployment insurance (180%) is relatively consistent with international practice and the benefits that employees receive when they lose their jobs according to current regulations. This level ensures that employees will have less difficulty and stabilize their lives during unemployment until they find a new job. The current unemployment benefit level is also consistent with the principle that unemployment insurance benefits are calculated based on the contribution level and the ability to balance the income and expenditure of the Unemployment Insurance Fund.

Therefore, the Standing Committee of the Culture and Social Affairs Committee proposed to keep the draft law.

According to the head of the Committee on Culture and Society, there were opinions of National Assembly deputies suggesting to review the regulations on complaints, denunciations, and handling of violations of unemployment insurance. In response to this opinion, the Standing Committee of the Committee reviewed and adjusted to ensure conformity with the functions and tasks of the agencies after rearranging the organizational apparatus in the political system, and at the same time, consistent with the provisions of the law on complaints and denunciations; at the same time, the regulations on handling violations of the law on unemployment insurance were removed because this content has been adjusted in specialized legal documents.
