(PLVN) - The Hanoi People's Committee has just issued Official Letter No. 3695/UBND-SNV guiding the establishment of specialized agencies and public service units under the People's Committees of new communes and wards. Accordingly, each new commune and ward will have 3 specialized departments. The city also arranged a total of 126 reception and public administrative service points in the new communes and wards to ensure continuous provision of public services after the arrangement.

The new commune and ward People's Committee has 3 specialized departments.

The arrangement follows the principle of closely following the orientation of the Central and City Party Committees on the orientation of specialized agencies and public service units in the locality, with a suitable and effective roadmap and without affecting the activities of solving community problems and providing essential public services to the people.

Specialized agencies are arranged in number, organizational structure, functions and tasks under the People's Committee at the commune level in accordance with the regulations of the Central Government, ensuring coverage of all current management areas at the district and commune levels.

For public service units, the city assigns the People's Committees at the commune level to directly manage basic and essential public service units and manage public service services with revenue sources and financial autonomy; assigns departments and branches to manage public service units with the task of providing public service services in the economic sector and essential sectors.

The People's Committee of the new commune and ward has 3 specialized departments including: Office of the People's Council and People's Committee; Economic Department (for communes) or Economic, Infrastructure and Urban Department (for wards); Department of Culture - Society .

The city also arranged 126 reception points and public administrative service points in new communes and wards under the People's Committees at the commune level. In particular, 1 Vice Chairman of the People's Committee of the commune or ward was assigned to be in charge of the reception point until the City People's Committee has a Project to arrange the City-level Public Administrative Service Center.

The functions and tasks of specialized departments and reception and administrative service points of communes and wards are implemented according to Decree No. 150/2025/ND-CP, Decree 118/2025/ND-CP and related guiding documents.

The People's Committees of districts, towns and cities shall direct the Department of Home Affairs to develop a draft Project to establish specialized departments and reception points for public administration in new communes and wards, to be completed before June 26, 2025. The People's Committees of new communes and wards shall submit to the People's Councils of the same level for consideration and approval of the Resolution on the establishment at the first session, to be completed on June 29, 2025.

The Chairman of the People's Committee of the commune or ward has just issued a decision to appoint the Head and Deputy Head of the specialized department and arrange officers and civil servants to work at specialized departments, reception points, and public administrative services, to be completed by June 29, 2025.

The People's Committees of communes and wards shall, based on legal regulations and instructions of the city, issue functions, tasks and powers, to be completed by June 30, 2025.

Establishment of public service units under the People's Committees of communes and wards

The establishment of public service units under the People's Committees of communes and wards has only been implemented for public service units in the fields ofeducation and culture; with revenue sources and financial autonomy in the fields of project management, land fund development, site clearance, market management, etc.; district-level medical facilities under the 2-level government model also focus on arranging the organizational model, functions, tasks, procedures, payroll, human resources, etc.

The City People's Committee assigns the People's Committees of districts, towns and cities to preside over and coordinate with relevant departments, branches and sectors and leaders of the People's Committees of new communes and wards to draft proposals, projects for establishment or reorganization, draft decisions on establishment and reorganization of the above-mentioned units; direct the review and statistics of records, documents, information, data; finance, assets; progress of task implementation; fully prepare conditions for handing over tasks to the Receiving Teams according to the Decision of the City People's Committee upon the end of the operation of the district-level administrative unit and the organization of the 2-level local government model.

At the same time, it is expected to propose the arrangement of headquarters for public service units under the People's Committees of new communes and wards (except for the education sector) to ensure stable operations immediately after the arrangement; coordinate with the Department of Health to guide the People's Committees of districts, towns and cities to develop a Project to establish new commune and ward health stations.

The Department of Home Affairs coordinates with the Department of Health, the People's Committees of districts, towns, and cities, the People's Committees of new communes and wards (after the rearrangement) and relevant agencies and units to implement the contents of transferring the Medical Centers under the People's Committees of districts, towns, and cities to the Department of Health; the Medical Stations to the People's Committees of new communes and wards (after the rearrangement); coordinates with the Department of Education and Training, the Department of Agriculture and Environment to implement the handover of the Vocational Education - Continuing Education Centers, and the District-level Agricultural Service Centers according to the approved project.

At the same time, guide the People's Committees of new communes and wards to complete the organizational structure, job positions, and arrange civil servants and workers after receiving them; review and transfer the number of employees (civil servant payroll), records, seals, and documents related to civil servants and workers... of public service units under the People's Committees of district level and the People's Committees of new communes and wards.

The Department of Health organizes the reception of Health Centers after organizing 126 new Commune and Ward Health Stations from the People's Committees of districts, towns and cities; develops a Project to arrange, reorganize, merge and dissolve Health Centers; coordinates with the People's Committees of new communes and wards to develop and submit to the City People's Committee for approval the Regulations on coordination between the Department of Health and the People's Committees of new communes and wards in managing the activities of Commune and Ward Health Stations.

The Department of Education and Training and the Department of Agriculture and Environment organize the reception of the Vocational Education - Continuing Education Center and the District Agricultural Service Center.

The Department of Finance reviews the contents of documents that have guided the units, and continues to guide on the difficult and stuck contents in the handover of land, facilities, finance, and assets by the District People's Committee.

The Public Administration Service Center handed over 30 reception points located at the headquarters of the People's Committees of 30 districts, towns and cities to 30 new commune and ward People's Committees for management and implementation; urgently completed the project of digitizing documents, software systems and technology solutions; and restructured the process of handling administrative procedures.

The People's Committees of new communes and wards will receive, manage, use, and operate the activities of specialized agencies and public service units to ensure smooth and continuous operation from July 1, 2025.
