A confusing admissions season

There are only 3 days left until the deadline for registration of wishes, but up to now, many candidates still do not know which wishes to fill. Many universities, after announcing the floor scores, still hesitate to announce or seem to want to ignore the announcement of the difference in floor scores and admission scores between groups. This is mainly due to 2 reasons. One is that they have announced in advance that "there is no difference in scores between admission groups" and two is that they are confused about how to calculate. Although the Ministry of Education and Training has provided a table of percentiles of total scores for some groups, this information is only for reference, and how to implement it is the responsibility of the schools.

Even the Ministry of Education and Training did not announce the comparison tables of scores for some admission combinations, the percentile of total scores for some combinations, and the correlation between high school graduation exam scores and academic transcript scores until the morning of July 22. After that, a series of schools announced the minimum admission scores and the equivalent score conversion tables between methods. However, not many schools announced the difference in scores between combinations (within the same method and the same major). Meanwhile, the schedule for registering for admission wishes has started from July 16.

Even up to July 21, the Ministry of Education and Training issued an official dispatch adjusting the training program standards for the semiconductor industry, including adjusting the "floor" for admission to this industry. With this adjustment, the "floor" for the semiconductor industry group must be calculated and announced by the ministry, but up to now there has been no related announcement.

There has never been an admissions period where specialized terms in educational measurement and assessment have been used with such high frequency in the mass media as this year. Everyone is discussing enthusiastically but in the end it seems like no one knows who is talking about which subject! "Percentile", "Score Equivalence Conversion", "Correlational Comparison"... In the announcements of universities, there are many "brain-hacking" formulas. On forums, experts in educational measurement and assessment are still debating.

Some opinions say that the reason why there is a problem converting equivalent scores according to percentiles (between methods and admission combinations) this year is because the difficulty of the exam questions of each subject is too different. In fact, since the Ministry of Education and Training organized the exam with the purpose of "2 in 1", every year there has been a problem of uneven quality of exam questions of each subject, as Thanh Nien Newspaper has analyzed in a series of articles.

However, this year, the Ministry of Education and Training is determined to innovate the admission process, requiring schools not to divide the quota for each method and each combination, but to convert the score equivalent to the standard score, while that requirement has not been carefully prepared as a basis for implementation.

Even more unfortunate, this change happened at an important time: the first graduation exam for students studying the 2018 General Education Program. The difficulty of innovating the admission process met the difficulty of innovating the general education program. Difficulties met difficulties, universities had to consider admission in confusion, which is also understandable.
