Vietnameseeducation is about to go through the final steps of 2023. In the chronicle of education in 2023, the intertwined light and dark colors have appeared with many outstanding events of the industry.
1. Foreign language - no longer a compulsory graduation exam subject
On November 28, the Ministry of Education and Training issued a Decision approving the "Plan to organize the Exam and consider recognizing high school graduation from 2025".
In the 2025 high school graduation exam plan, candidates will take 2 compulsory subjects including Math, Literature and 2 elective subjects from the following subjects: Foreign Language, History, Geography, Physics, Chemistry, Biology, Economic and Legal Education, Information Technology, and Technology.
According to the official plan of the Ministry of Education and Training, although Foreign Languages and History are compulsory subjects in the 2018 general education program at the high school level, these subjects will be included in the group of elective subjects in the high school graduation exam from 2025. This exam will still take place nationwide in the form of a common exam, with the same exam session and exam time according to the regulations of the Ministry of Education and Training.
2. School violence is on the rise
Many serious and heartbreaking school violence incidents occurred in 2023. These include the case of a female teacher in Tuyen Quang being insulted by the whole class; a 7th grade male student in Vung Tau stabbing a female classmate and then committing suicide; a teacher beating a student and breaking his finger in Ho Chi Minh City; a 7th grade male student at Dai Dong Secondary School, Thach That District, Hanoi, being beaten by a group of friends to the point of having to be hospitalized for treatment of mental disorders; and a series of cases of students suffering from depression and suicide... due to school violence.

According to statistics from the Ministry of Education and Training, from September 2021 to early November 2023, there were 699 school violence cases nationwide, involving 2,016 students, including 854 female students. On average, there is one school violence case per 50 educational institutions. Notably, school violence cases involving a large number of students are increasingly high. 3. Teachers' salaries will be ranked highest on the salary scale.
Of the 6,000 opinions sent by teachers to the Ministry of Education and Training before the Minister's meeting with teachers, nearly 2,000 were related to salary and allowance regimes. This was also an issue that many delegates were interested in and expressed their opinions on at the 6th Session of the 15th National Assembly.
Raise teachers' salaries.
The Minister of Home Affairs affirmed that in the coming time, when implementing salary reform, the Ministry of Home Affairs will base on Resolution 27 on salary reform, especially thoroughly implementing Resolution 29 of the Central Committee, accordingly, teachers' salaries are prioritized in the highest salary scale and table in the administrative system. The Ministry of Home Affairs will coordinate with the Ministry of Education and Training to review salary regulations, especially new salaries and allowances on the expected highest preferential allowances for teachers to submit to competent authorities for consideration and decision.
4. Maintain achievements in the international arena
According to the representative of the Ministry of Education and Training, 2023 is a year of many outstanding achievements of the teams participating in the International and Regional Olympics and the International Science and Technology Competition. Specifically, Vietnam has 7 student delegations with 36 students participating, including 1 Informatics delegation participating in the Asia-Pacific Olympics, 1 Physics delegation participating in the Asia Olympics and 5 delegations participating in the International Olympics including Mathematics, Chemistry, Biology, Physics and Informatics.

Vietnamese student delegations achieved excellent results with 8 Gold Medals, 12 Silver Medals, 12 Bronze Medals and 4 Certificates of Merit. Vietnamese student delegations participating in the competition were continuously in the top 10 countries with the highest results and many Vietnamese students achieved the highest scores.
From the fundamental and synchronous innovations in the organization of national excellent student selection competitions and training of teams of the Ministry of Education and Training and on the basis of ensuring and improving the quality of mass education to create conditions for improving the quality of spearheads, the Ministry of Education and Training continues to maintain and supplement the policy of direct admission to universities and colleges for students who win national excellent student awards.
Furthermore, the Ministry also gives priority to sending students to study abroad for university with scholarships granted by the State or sponsored by foreign countries according to the Agreement signed with the State of Vietnam for students who win regional and international Olympic prizes, creating motivation for students and schools to strive to achieve high achievements.
5. Minister of Education and Training holds first online dialogue with teachers, managers and staff in the education sector
On August 15, 2023, the Ministry of Education and Training coordinated with the Vietnam Education Trade Union to organize the event "Minister of Education and Training meets with teachers, managers and staff of the education sector".
The event was held online so that all teachers, managers, and employees of the education sector nationwide could attend. The main bridge was located at the headquarters of the Ministry of Education and Training, connecting with provinces and cities through 63 bridges of the Departments of Education and Training and more than 400 bridges of universities and colleges.
At the program, teachers had the opportunity to share and make many recommendations related to the mentioned teacher policies such as standards, salaries, and allowances for teachers; regulations on retirement age for teachers; specific policies for preschool teachers; policies and job positions for staff in schools, etc.
6. Eliminate exams for promotion to teacher professional titles
In 2023, the Government issued Decree 85/2023/ND-CP amending a number of articles of Decree 115/2020/ND-CP dated September 25, 2023 on recruitment and management of civil servants, including amending the standards and conditions for registration for consideration of promotion to professional titles.
With this Decree, the civil servant promotion exam will be officially abolished, and instead, promotion will be considered. Civil servants can register for promotion to the next higher professional title when meeting all standards and conditions.
Accordingly, civil servants must be classified as having completed their tasks well or better in the year of work immediately preceding the year of consideration for promotion to professional title; have good political qualities and professional ethics; not be subject to disciplinary action; and not be subject to disciplinary regulations as prescribed.
Previously, in August, thousands of teachers in Hanoi and several provinces across the country submitted a petition to abolish the promotion exam and the 9-year university requirement. Immediately after the decision was made to abolish the promotion exam for professional titles, teachers across the country happily supported it.
7. Warning about boarding management of educational institutions
The year 2023 witnessed irregularities in student management at many educational institutions. These incidents have caused very pressing issues that have made parents and teachers indignant. Reducing the students' food portions a little bit means that the students will be hungry, the students will not eat enough nutrients, the state's money and parents' contributions will be lost, and when the incident is discovered, the reputation of the school and the locality will be reduced. The reputation and trust of the education sector in 2023 can be said to be more or less affected by the above incidents.
8. Summary of 10 years of implementing Resolution No. 29-NQ/TW
In mid-December 2023, the Ministry of Education and Training held a Conference to review 10 years of implementing Resolution No. 29-NQ/TW on fundamental and comprehensive innovation of education and training, meeting the needs of industrialization and modernization in the context of a socialist-oriented market economy and international integration.
According to the Report of the Ministry of Education and Training, after 10 years of implementing Resolution 29, the education sector has achieved a number of important results such as: the system of leadership documents, instructions, and implementation guidance has been issued relatively comprehensively and comprehensively; the national education system has been basically completed in an open direction, the scale of education and the network of educational institutions have developed, better meeting the lifelong learning needs of the people; promulgating and organizing the implementation of the new General Education Program, shifting from focusing on knowledge transfer to comprehensive development of students' qualities and abilities; implementing a program of many textbooks and socialization in compiling and publishing textbooks has initially created positive changes; innovation in exams, tests, and assessments, especially high school graduation exams and university, college of education, and vocational education admissions are increasingly more substantial and effective...
In addition to the achievements, after 10 years of implementing Resolution 29, there are still some limitations and difficulties, such as the propaganda and implementation of Resolution 29-NQ/TW in some localities are still only formal and have not achieved high efficiency. The institutionalization process of Resolution 29-NQ/TW is slow, lacking synchronization and connection between policies related to education and training; lacking mechanisms and priority policies for this field, unable to truly reflect the viewpoint "Education and training is the top national policy".
9. Many localities exempt tuition fees at all levels
In the 2023-2024 school year, localities exempting 100% of tuition fees for students are Hai Phong, Da Nang, and Ba Ria - Vung Tau. As for Ha Nam, the province decided to partially support tuition fees for students of all levels in the area after announcing the new tuition fees. The support level is exactly equal to the tuition fee increase when implementing Decree 81.
Quang Binh province also agreed to not collect tuition fees for the first semester of the 2023-2024 school year for all public schools in the area. Exempting tuition fees for students is to share the economic burden with parents after the COVID-19 pandemic. Recently, Ho Chi Minh City also passed a Resolution, agreeing to exempt 100% of tuition fees for secondary schools in the 2024-2025 school year.
10. Digital transformation in education and training
By 2023, the Ministry of Education and Training will have collected information from 100% of schools (about 53,000 schools) at preschool and general education levels: with 1.6 million records of teachers and education managers; 2.4 million records, student learning outcomes, student physical information; Connection (API) with more than 17,083 schools....
In particular, the Ministry of Education and Training has deployed the Higher Education Database (HEMIS): Collecting and digitizing data of 442 training institutions, 152,470 lecturers, 2,102,165 learners. At the same time, collecting data on scientific research, facilities, finance, cooperation with enterprises, and international cooperation.
In addition, the Ministry has also had many solutions to promote the application of information technology and digital transformation in management and operation; promote administrative reform in the education sector. Regarding digital transformation in teaching and learning, the Ministry of Education and Training has implemented more than 7,000 E-learning lectures and video lectures, and implemented electronic versions of all general education textbooks.
