The draft Law on Disease Prevention presented by Minister of Health Dao Hong Lan stated that the promulgation of the draft Law aims to perfect the legal basis for disease prevention, contributing to improving the physical and mental health, stature, longevity, and quality of life of Vietnamese people through effective control of infectious diseases, non-communicable diseases, and health risk factors.
The Draft Law on Disease Prevention consists of 6 chapters with 41 articles, regulating the prevention and control of infectious diseases; prevention and control of non-communicable diseases, mental health disorders and other risk factors; nutrition in disease prevention and conditions to ensure disease prevention.

The Draft Law provides an overview of the State's policies on disease prevention and the contents of State management on disease prevention, focusing on the State's policies on disease prevention implementation; giving priority to supporting and encouraging individuals and organizations to participate in disease prevention.
The draft Law also stipulates the method of classifying infectious diseases, infectious epidemics and eradicating, excluding some circulating infectious diseases and delegating to the Minister of Health to prescribe criteria for determining the classification of infectious disease groups. Prescribes criteria for determining epidemics; prescribes criteria for epidemics that exceed the capacity and conditions for responding and overcoming consequences of authorities at all levels. Supplement appropriate regulations on prevention and control of infectious diseases and mental health disorders
The review report presented by Chairman of the Committee for Culture and Society Nguyen Dac Vinh stated that the Standing Committee of the Committee agreed on the purpose and viewpoints of the law-making. At the same time, it was proposed to continue reviewing and researching the full institutionalization of the Party's viewpoints on people's health care; especially the contents in Resolution No. 72-NQ/TW of the Politburo. Regarding the prevention of mental health disorders (Articles 30 and 31), it is recommended to study and supplement regulations clarifying subjects at high risk of mental health disorders; measures to prevent mental health disorders and funding sources for these activities. In addition, it is recommended to study and supplement regulations related to mental health, prevention and control of mental disorders for students.
National Assembly Chairman Tran Thanh Man emphasized that this is an important Law project, “prevention is better than cure”. Therefore, it is necessary to carefully review to avoid duplication with the 2007 Law on Prevention and Control of Infectious Diseases; at the same time, closely follow Resolution 72-NQ/TW of the Politburo on a number of breakthrough solutions, strengthen protection, care and improvement of people's health, which clearly stipulates that protection, care and improvement of people's health is the goal, the driving force, the top political task, holding a priority position in development strategies and policies, and is the responsibility of the entire political system, of the whole society and of all people.

The National Assembly Chairman also noted that all citizens must have knowledge and understanding of disease prevention to practice at home, so many specific contents need to be reviewed and fully institutionalized. The goal is to build a healthy Vietnam, where all citizens receive health care, live long, live well, live healthily and improve their physical fitness.
Clearly stating the goals, roadmap and 6 breakthrough tasks and solutions set out in Resolution 72 of the Politburo, the National Assembly Chairman suggested that each word of Resolution 72 should be reviewed to include it in the draft Law. “This is a very strategic and specific policy, goal, solution and task. Therefore, the issues raised by Resolution 72 need to be studied and institutionalized by the Government in both this draft Law and related laws,” the National Assembly Chairman pointed out.
Regarding regulations on prevention and control of non-communicable diseases in the draft Law, the National Assembly Chairman suggested that there must be regulations on common non-communicable diseases and ways to prevent non-communicable diseases, manage non-communicable treatment, provide preventive services, and manage non-communicable diseases in the community.

Regarding nutrition for certain groups such as pregnant women, children with acute malnutrition and stunting, school nutrition, nutrition for the elderly, etc., it is necessary to ensure the feasibility of policies. At the same time, it is necessary to carefully evaluate the policy impact and resources to determine the appropriate scope and target groups.
The National Assembly Chairman suggested that it is necessary to continue reviewing and ensuring consistency and synchronization with laws, especially focusing on feasibility and implementation resources, avoiding spreading out forms, not creating new organizations, and clearly defining authority, responsibility, and sanctions.
Concluding the session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that it is necessary to continue to improve regulations on prevention and control of infectious diseases; prevention and control of non-communicable diseases, mental health disorders and risk factors. It is necessary to emphasize in the draft Law that disease prevention is the main viewpoint, so regulations related to education, disease prevention awareness for the whole population and preventive measures, early detection and nutritional support measures are very important solutions in the draft Law...
