(NLDO) - Three days after Circular 29/2024 took effect, some centers and classes still organized extra classes for primary school students with many strange points.
"Freelance" teachers are allowed to teach extra primary school
On February 16, the Facebook page of a youth cultural training center in Vinh Loc residential area, Binh Hung Hoa B ward, Binh Tan district, shared a status line with the following paragraph: "I always strictly test and review old lessons of all students, from primary to high school. I require you to do the homework assigned by the teacher. If you do not do it correctly or do not understand, the teacher will explain it again using the simplest method, even those who are slow to understand can grasp it." Attached are photos of a classroom full of primary school students doing homework.
Tutoring activities for primary school students are still very active at a center in Binh Tan district.
On February 16, the Facebook page of this cultural education center continued to update photos of extra classes in the evening. In the photos, there are many elementary school age students.
At first glance, this is simply a post sharing teaching methods, helping parents feel more secure when sending their children to study at the center. However, the problem is Circular No. 29/2024/TT-BGDDT, dated December 30, 2024 of the Ministry of Education and Training regulating extra teaching and learning. This Circular takes effect from February 14, 2025. The Circular clearly states that extra teaching is not organized for primary school students, except for 3 cases including: training in arts, physical education, and life skills training.
In the role of a parent looking for an extra cultural class for their child, we were told by Ms. G. - a teacher at the center - that there were still many extra classes for elementary school students, and they could start studying immediately.
"The center is having a new English class. The tuition fee for 3 sessions/week is 700,000 VND. If parents agree, they can bring their children to the class, which is being taught upstairs. Children only need to bring their school textbooks so that the center's teachers can closely follow their child's learning program" - Ms. G. enthusiastically instructed.
Primary school students learn Vietnamese, math, and English at the TN cultural enrichment center.
When hearing parents share about the difficulty in finding extra classes for their children in the past, Ms. Giang reassured the parents and affirmed that the center has been operating for many years, has a reputation in the area, and has a large number of primary school students studying every day. In addition to teaching primary school, this center also teaches cultural classes for middle and high school students.
The teacher said that the center has registered its activities with the Department of Education and Training and the Department of Planning and Investment. The teaching staff are not teachers at schools, so they can teach extra cultural subjects to primary school students.
Ms. G. affirmed: "Although we do not teach in school, the center is committed to the quality of teaching. Our qualifications are even higher than those of teachers in school. The qualifications of teachers here are extremely high. To teach English, teachers must have an IELTS level of 7.5 or higher, so they can review English for students of all types of qualifications."
Parents say "yes", teachers say "no"
Not far away, Ms. B's class in Binh Hung Hoa B ward, Binh Tan district also has many strange things.
At around 5pm on February 14, parents brought their children to Ms. B’s class. There was a fairly large yard in front of the classrooms, but not many students were present, and all activities were quite quiet. When the parents brought their children, the teacher inside opened the door to welcome the students into the classroom, then closed the door again.
"Registration is easy, math tuition is 950 thousand VND, for a whole week" - said a parent who just brought her child to class.
Parents take their children to Ms. B's class on the afternoon of February 14.
However, immediately after that, a young teacher stepped out and confirmed to the reporter that the center only teaches handwriting to students, and absolutely does not teach any additional cultural subjects to elementary school students.
"If you have any questions, please contact the class hotline to meet Ms. B. for advice," said this teacher.
The teacher confirmed that the center only teaches handwriting and does not teach any extra culture to any students.
Speaking to reporters on the morning of February 17, Ms. Phan Thi Minh, Vice Chairwoman of the People's Committee of Binh Hung Hoa B Ward, Binh Tan District, said that she had received the information and would promptly inspect the activities of centers and classes that showed signs of "circumventing the law". Timely rectification of extra teaching and learning activities in the area.
Previously, in November 2024, the Ward People's Committee issued an official dispatch on statistics and review of additional teaching and learning locations and facilities in Binh Hung Hoa B Ward, directing neighborhoods to review the area and report locations that organize additional teaching and learning to strengthen inspection and handling work according to regulations.
"The Ward People's Committee has disseminated relevant documents on extra teaching and learning to schools in the ward during meetings to prepare for the new school year. At the same time, it is requested that the school's Board of Directors disseminate to all staff and teachers under their management, not to let teachers in the school violate regulations on extra teaching and learning; strictly handle cases of teachers violating, especially the act of forcing students to take extra classes in any form" - Ms. Minh emphasized.
Not only Binh Tan district, Ho Chi Minh City still has many centers and extra classes in districts/counties organizing cultural education for primary school students. However, the extra teaching activities are more discreet such as: Learning culture at calligraphy centers, skill training centers; switching to online teaching; classrooms installing frosted glass outside, limiting the use of lights; parents picking up their children at separate times to limit large gatherings, etc.
