The province is urgently implementing a number of key projects such as: Ninh Binh - Hai Phong Expressway Project through Nam Dinh Province; Ha Nam - Nam Dinh Expressway Construction Project Phase 1 from Phu Ly City, Ha Nam Province to Nam Dinh City; Landscape Axis Road Project connecting Nam Dinh - Hoa Lu.
In the 2021-2025 period, the average GRDP is estimated to reach 9.55%/year, exceeding the target of the Resolution of the 20th Provincial Party Congress (the annual GRDP growth rate is among the highest in the country and the Red River Delta, of which 10.19% in 2023, 10.01% in 2024; estimated at 10.93% in the first 6 months of 2025). The economic structure has shifted positively: the proportion of agriculture, forestry and fishery decreased to 10.5%; industry, construction and services accounted for 89.5% (up 12% compared to 2020).
GRDP per capita increased by 1.6 times; real income per capita increased by 2 times; total export turnover increased by nearly 2 times; total social investment capital increased by 1.9 times; State budget revenue in 2025 is estimated at 15,500 billion VND, 2.6 times higher than in 2020, exceeding 55% of the target of the Resolution of the 20th Provincial Party Congress.
The face of the countryside is increasingly changing, the economic and social infrastructure system in the countryside is upgraded, invested synchronously according to the planning; the countryside is developing in a modern direction. Giao Thuy, Xuan Truong, Truc Ninh districts have been recognized by the Prime Minister as meeting the advanced new rural standards; the whole province has 143/146 communes meeting the advanced new rural standards (reaching 97.95%) and 54/146 communes meeting the model new rural standards (reaching 37%).
To develop Nam Dinh into one of the important development centers of the new province after the merger and the Southern Red River Delta region, according to Chairman of Nam Dinh Provincial People's Committee Pham Dinh Nghi, all levels and sectors need to review the provincial planning, prepare conditions to build a post-merger planning to ensure full utilization and promotion of Nam Dinh's potential and advantages in the new development space; accelerate the urbanization speed, focus on implementing key projects connecting the existing central urban areas of Nam Dinh - Hoa Lu - Phu Ly and forming central urban areas in the future.
Along with that, continue to invest in completing the synchronous and modern infrastructure system, especially the transport infrastructure, to create momentum to promote socio-economic development; focusing on investing in the construction of a number of key transport projects with connectivity, spillover effects, creating new development space such as: Ninh Binh - Nam Dinh - Thai Binh - Hai Phong expressway through Nam Dinh and Thai Binh provinces (CT.08); Ha Nam - Nam Dinh expressway (CT.11) phase 1; Landscape axis route connecting Nam Dinh - Hoa Lu with a cross-section of 200m...; study and propose investment in the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh railway.
Orientation to build and develop Ninh Co Economic Zone into a multi-industry, multi-functional economic zone, a breakthrough development focus; an important development pole and an international trade center associated with urban, industrial, tourism, commercial and large seaport development of the province and the Southern Red River Delta sub-region; prioritize attracting large enterprises and multinational companies with modern, environmentally friendly technology, creating high added value as the locomotive for development. Attract investment to implement projects according to the plan to create breakthroughs in economic development such as: LNG gas depot, LNG power plant, seaport; commercial, service, tourism infrastructure projects, logistics centers, etc.
In addition, the locality is interested in developing the marine economic zone to become a growth engine economic zone; in which, it mobilizes maximum resources, especially socialized resources to invest in building synchronous and modern infrastructure in the marine area, focusing on developing industries with strengths such as: seaports, steel production, shipbuilding industry, textile industry, agricultural and food processing industry, pharmaceutical production, wind power, gas power, gas processing, etc., focusing on investing in building and developing energy infrastructure, especially electricity infrastructure according to the planning; promoting the development of port systems, maritime transport services, forming maritime transport supply chains, distribution warehouses, and completing logistics infrastructure connecting with ports.
In particular, on June 14, the People's Committee of Nam Dinh province approved the investment policy and approved the investor of Nghia Hung Inland Water Port (located in the Ninh Co Economic Zone of nearly 14,000 hectares, newly established by the Prime Minister) with a total investment capital of VND 3,401 billion; the total capacity of Nghia Hung Inland Water Port is about 10.15 million tons/year.
With the outstanding achievements of Nam Dinh in the 2021-2026 term, along with Ninh Binh, Ha Nam has brought a new development threshold that requires a more open space to allow for the unblocking and liberation of resources, fully promoting all potentials, advantages, and traditional values of the land of culture and heroes, overcoming the limitations of administrative - territorial units associated with the two-level local government model, implemented through the Central Government's policy on the revolution of streamlining the apparatus, arranging administrative units, opening up new development possibilities in the era of national development.
