According to Mr. Nguyen The Huu, Deputy Director of the Electricity Department ( Ministry of Industry and Trade ), to ensure enough electricity for socio-economic development to achieve the economic growth target of 8% or more, it is forecasted that the growth of electricity load for the whole year of 2025 must reach 12.2% compared to 2024.

Estimated commercial electricity output is about 300.9 billion kWh (with a reserve plan of up to 305.6 billion kWh to meet the high growth scenario). The maximum load capacity of the entire system is expected to reach 54,510 MW (an increase of 11.35% compared to 2024, which is 48,950 MW).
Basically, the Ministry of Industry and Trade assessed that the electricity supply in 2025 has been relatively well prepared by the units. People have also actively participated in saving electricity.
“In 2024, electricity demand will increase by nearly 10%, but peak load capacity will only increase by more than 7%. This is a sign that people and businesses have a good awareness in shifting unnecessary electricity needs away from high load hours. This helps reduce pressure on electricity supply, creating conditions for the power system to operate more efficiently and economically ,” said Mr. Huu.
However, due to the continued high demand for dry season loads, the power system still has potential risks to the balance of electricity supply and demand, especially in the North and South. In addition, unpredictable and irregular weather developments along with fluctuations in the international environment can have a major impact on Vietnam in general and the work of ensuring electricity supply in particular.
EVN Deputy General Director Vo Quang Lam informed: The cool weather at the beginning of the year caused the electricity load to increase slowly. In the first quarter, commercial electricity output reached 63.645 billion kWh, an increase of about 4.43% over the same period last year.
However, the load trend continues to increase in the upcoming dry and hot season. In recent days, the whole country, especially the North and South, has been experiencing a heat wave with temperatures in many localities reaching 38 degrees Celsius. This has led to a surge in electricity demand, especially for household use and cooling.
"This is a significant pressure on the national power system, from generation, transmission to distribution," said Mr. Lam.
According to Mr. Lam, EVN has proactively developed electricity supply scenarios suitable for all situations - even when electricity demand grows by 12 - 13% to ensure national energy security.
"The group's goal in 2025 is to start 208 projects; complete energizing 281 grid projects from 110 - 500kV. Currently, EVN is implementing 10 power source projects, with a total capacity of about 8,800 MW. In which, focusing on completing key projects such as: Hoa Binh Hydropower Plant Expansion, Quang Trach I Thermal Power Plant, Lao Cai - Vinh Yen 500kV line, Nho Quan - Phu Ly - Thuong Tin 500/220kV line, national grid power supply line for Con Dao district...", Mr. Lam informed.
"However, to ensure electricity for the hot season, we cannot rely solely on the efforts of the Electricity industry, but need the companionship, sharing, and close coordination of people, businesses, and the whole society," Mr. Lam emphasized.
Meanwhile, recently, Minister of Industry and Trade Nguyen Hong Dien requested functional Departments and enterprises to ensure absolutely safe supply of electricity for the country's economy, especially during the dry months.
Dr. Ngo Tuan Kiet, Director of the Institute of Energy Technology, also expressed optimism about this year's electricity supply.
According to Mr. Kiet, many power projects will be completed in the near future, such as Nhon Trach 3-4; Vung Ang 2 and Quang Trach. In addition, the Hoa Binh 2 Hydropower Plant expansion is also being urgently constructed and will be completed by the end of the year.
In addition, during peak hot weather, people proactively developing self-produced and self-consumed electricity sources is becoming more and more popular.
“With the above factors, I think the risk of power shortage is unlikely to happen, or if it does, it will only be localized due to overload but will not be significant. However, we should not be complacent because the electricity industry must still proactively prepare plans for all situations, and consumers also need to raise awareness of saving electricity,” said Mr. Kiet.
