Deputy Prime Minister Le Thanh Long has just signed Decision No. 1745/QD-TTg dated August 15, 2025 of the Prime Minister promulgating the Plan to implement Conclusion No. 149-KL/TW dated April 10, 2025 of the Politburo on promoting the implementation of Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on population work in the new situation.
The purpose of the Plan is to organize the dissemination and serious, synchronous and effective implementation of Conclusion No. 149-KL/TW to promote and improve the effectiveness of population and development work in the new situation.
Along with that, promote the combined strength of the political system and people of all walks of life, strengthen inter-sectoral coordination between central and local ministries and branches in organizing the implementation of Conclusion No. 149-KL/TW.
The plan sets out 5 key tasks and solutions.
Organize propaganda, dissemination and implementation of Conclusion No. 149-KL/TW
The plan clearly states that ministries, branches, and People's Committees of provinces and centrally run cities urgently organize the dissemination, propaganda, and implementation of the contents of Conclusion No. 149-KL/TW and the Prime Minister 's Plan to implement Conclusion No. 149-KL/TW to all Party members, cadres, civil servants, public employees, and workers at all levels, sectors, agencies, and units in order to create unity, raise awareness, and actions of all levels, sectors, and the whole society; improve the effectiveness of population work in the new situation (to be completed in August 2025).
The Ministry of Health advises the Prime Minister to organize a National Conference to disseminate Conclusion No. 149-KL/TW and implement this Plan (to be completed in August 2025).
Ministries, branches and localities shall widely disseminate the contents of Conclusion No. 149-KL/TW of the Politburo and the Prime Minister's Plan on implementing Conclusion No. 149-KL/TW on mass media and grassroots information systems.
Continue to strengthen the Party's leadership over population work
Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities shall lead, direct, thoroughly and fully grasp the viewpoints, goals, tasks and solutions of Resolution 21-NQ/TW, especially the viewpoint of shifting the focus of population policy from family planning to population and development, meeting the requirements of developing a rich and prosperous country in the new era.
Raising awareness, strengthening responsibility, innovating leadership methods; innovating thinking in direction and implementation; considering population as the most important factor, population work is a strategic task, both urgent and long-term in the cause of building and defending the Fatherland, the cause of the entire Party, the entire people and the political system.
In addition, population work content should be included in resolutions, programs, and work plans; population factors should be integrated into strategies, plans, programs, and socio-economic development projects of the whole country, each region, each sector, and each locality. Effectively promote the leadership, direction, and inter-sectoral coordination role of the Steering Committees for Population and Development at all levels...
Innovation in propaganda and mobilization content on population work
Ministries, branches, People's Committees of provinces and centrally run cities focus on innovating content and methods, improving the quality and effectiveness of propaganda and mobilization work on population work in the new situation to cadres, party members, civil servants, public employees, workers and people; considering the implementation of population and development policies in the new era as the responsibility of the entire political system, of each individual, family and the whole society.
Taking advantage of digital media and social media with diverse content, rich forms, close to reality and suitable for each subject, each region to convey the Party's guidelines, policies, laws of the State and knowledge about population to each citizen to raise awareness, change behavior about population and development. The Ministry of Health strengthens the application of information technology and digital transformation in communication and education about population.
Perfecting population policies and laws
The plan clearly states that the Ministry of Health shall preside over and coordinate with ministries, branches, and People's Committees of provinces and centrally-run cities to accelerate the progress of drafting the Population Law Project, meeting the requirements of national development in the new period in the spirit of the Resolution of the 13th National Congress of the Party, submitting it to the National Assembly for comments and approval at the 10th Session of the 15th National Assembly. Draft and submit to the Government a Decree guiding the implementation of the Population Law after the Population Law is promulgated.
In addition, advise on amending and supplementing the Law on the Elderly; Preside over the development and submit to the Prime Minister for Decision a number of Programs and Projects such as: Amending and supplementing the Program to adjust birth rates to suit regions and subjects by 2030 to ensure the national replacement birth rate; Project on building and developing health care workers for the elderly in the community and health care facilities for the elderly by 2030, with a vision to 2045; Project on Controlling gender imbalance at birth for the period 2026-2035.
Synchronously deploy solutions on population work
The Ministry of Health shall preside over and coordinate with ministries, branches, and People's Committees of provinces and centrally-run cities to promote the development and improve the efficiency of the population service network with the following solutions: Consolidating and developing the reproductive health care service network; screening and early diagnosis of prenatal and neonatal diseases; developing a comprehensive health care model for the elderly; effectively implementing disease prevention, improving the health of mothers, children and people; promoting socialization and innovating methods of providing population services.
In addition, promote training, fostering, capacity building, and standardization of the staff working in population work, meeting the requirements of shifting to population and development; expand international cooperation in population work to gain financial, knowledge, experience, and technical support to achieve the goal of sustainable population development.
Promote the implementation of the Vietnam Population Strategy to 2030, programs and projects on population and development to 2030; effectively organize the implementation of the National Target Program on health care, population and development for the period 2026-2035 after approval.
In addition, continue to strengthen the organization of the population work apparatus at all levels to ensure unity, continuity and synchronization with the process of implementing the arrangement of administrative units. Government and local authorities at two levels; strengthen the inter-sectoral coordination mechanism for population work; increase investment resources to complete the targets and indicators set out in Resolution No. 21-NQ/TW on population work in the new situation.
Also according to the content of the Plan, the Ministry of Health will take the lead in developing the National Target Program on Health Care, Population and Development for the 2026-2035 period and submit it to the National Assembly for approval of the investment policy at the 10th session of the 15th National Assembly. Ministries, branches, People's Committees of provinces and centrally-run cities shall consolidate the organizational apparatus and staff in charge of population work during the process of implementing administrative unit arrangement, ensuring unity, continuity, and effective implementation of population and development work.
