Accordingly, in recent years, Bac Kan province has paid attention to synchronously implementing many solutions to develop the province's human resources; promoting the role of intellectuals and scientists in implementing local socio-economic development programs. Along with training and fostering, the province has paid attention to building mechanisms and policies for the province's intellectuals; promulgating regulations on selecting and honoring the titles of "Outstanding intellectuals in science and technology", "Typical creative workers", "Young talents in science and technology"; organizing meetings and honoring outstanding intellectuals in the province.

The Provincial People's Committee has also issued a Plan to support the innovation and startup ecosystem of Bac Kan province for the period of 2021 - 2025, with a vision to 2030 in Decision No. 2344/QD-UBND dated December 24, 2020 to support individuals and groups of individuals with startup projects and startups with the potential to grow rapidly based on the exploitation of intellectual property, technology, and new business models; support organizations and individuals participating in the province's innovation and startup activities in potential and strong sectors and fields in the province's socio-economic development.

In addition, the province has paid attention to training, fostering and improving the quality of cadres, civil servants and public employees; focused on vocational education and training to promote and develop human resources with vocational skills, contributing to improving labor productivity and increasing national competitiveness in the new situation.

Regarding the attraction and utilization of human resources, especially high-quality human resources, the province has issued a policy to attract and create a source of cadres from excellent graduates and young scientists in Bac Kan province and issued a plan and targets for recruiting excellent graduates and young scientists each year. Pursuant to Decision No. 899/QD-TTg dated July 31, 2023 of the Prime Minister on approving the National Strategy on attracting and utilizing talents to 2030, with a vision to 2050, the Provincial People's Committee issued Plan No. 125/KH-UBND dated March 7, 2024 to implement the National Strategy on attracting and utilizing talents to 2030, with a vision to 2050 in Bac Kan province. The Department of Home Affairs said that after the Government issues regulations on the policy framework for employing and rewarding talented people in public service, the Department will advise on implementing policies to attract and employ talented people in accordance with the practical situation of the locality.

Currently, on the basis of resolutions, directives, conclusions, regulations and instructions of the Central and the province on the development and use of human resources and high-quality human resources, agencies and units have issued implementation plans, focusing on reviewing, supplementing and proposing amendments and promulgation of legal documents on personnel work, management and use of human resources to ensure unity and synchronization in the political system of the province; promoting decentralization and delegation of power associated with binding responsibilities and controlling power, tightening discipline and order while creating an environment and conditions to promote innovation, creativity and protect cadres who dare to think, dare to do, dare to break through and dare to take responsibility for the common good.

As of December 31, 2024, the province has 12,770 cadres, civil servants and public employees, of which 36 have PhDs and equivalent (accounting for 0.28%); 1,095 have Masters and equivalent (accounting for 8.6%); 9,140 have university degrees (accounting for 71.6%). The Department of Home Affairs said that by 2024, the number of cadres, civil servants and public employees in the province with university degrees or higher will increase by 7.3% compared to 2021; The number of cadres, civil servants and public employees with postgraduate qualifications increased by 2.1% compared to 2021. In particular, the number of leaders and managers at the department level and equivalent or higher with postgraduate qualifications at state agencies and public service units reached 40.1% (exceeding the target in Resolution No. 17-NQ/TU dated August 12, 2021 of the Provincial Party Executive Committee on improving the quality of activities of party organizations and the contingent of cadres, party members, leaders and managers, especially leaders, to meet the requirements of the tasks, period 2021 - 2025 is 5.1%).


Pay attention to training and fostering civil servants, especially the management team to improve capacity,
meet the requirements of the task in the new situation

According to the Department of Home Affairs, although the training and development of cadres has received attention, there are still few cadres, civil servants and public employees with doctoral degrees, lacking leading experts and scientific researchers in some key research fields such as Agriculture, Science and Technology, Medicine and Pharmacy, etc. The main reason is that the socio-economic conditions of the province are still difficult, so financial support for cadres to participate in training and development in the past has not been much, mainly due to cadres' self-funding; in addition, the province does not have university training facilities or research institutes, so training and retraining to improve the qualifications of intellectuals are still limited.

For organizations of all types of enterprises, the number of unskilled workers working in enterprises accounts for 70%; trained workers account for less than 50%...

Regarding solutions to improve the quality of human resources, especially high-quality human resources in the coming time, according to the Department of Home Affairs, it is necessary to continue to perfect, standardize, and synchronously implement regulations, rules, and procedures on the work of cadres, civil servants, and public employees; review, develop, and perfect legal regulations on attracting and promoting talents, on recruiting, using, and managing cadres, civil servants, and public employees, and policies on preferential treatment for talents in sectors and fields. Prioritize resources to build facilities for training and fostering at educational institutions and training and fostering establishments to promptly meet the requirements for the task of training and fostering human resources. Implement well the policy of streamlining the payroll, resolutely remove from the administrative apparatus those who do not have the qualities, capacity, and qualifications. Continue to encourage and support young civil servants to improve their qualifications and participate in postgraduate training, while giving priority and allocating positions to recruit excellent graduates and talented young scientists to work according to Decree No. 179/2024/ND-CP dated December 31, 2024 of the Government. Along with that, pay attention to creating favorable conditions and environments for intellectuals to develop, contribute, and improve their capacity and qualifications to meet the requirements in the new situation./.
