On the morning of May 12, continuing the 9th session of the 15th National Assembly , the National Assembly Standing Committee submitted to the National Assembly a proposal to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term and decided on the election date of the 15th National Assembly and People's Councils at all levels for the 2026-2031 term.

Ensuring stability of key cadres in Party and State agencies
In the submission, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that to implement Resolution 60 of the 11th Central Conference of the 13th tenure, the National Assembly Standing Committee proposed that the National Assembly allow the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term to be shortened by 3 months, ending in early April 2026 (instead of July 2026).
According to Ms. Thanh, the 15th National Assembly and People's Councils at all levels for the 2021-2026 term were elected on Sunday, May 23, 2021; the first session of the National Assembly opened on July 20, 2021 and People's Councils at all levels also opened around this time.
According to the provisions of the above law, by July 20, 2026, the 15th National Assembly and People's Councils at all levels for the 2021-2026 term will end their term and by May 24, 2026 at the latest, the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must be elected.
However, based on the Party's policies and practical requirements, it is necessary to shorten the time between the National Party Congress and the first session of the new National Assembly and People's Council to promptly complete high-level personnel and assign new Party Committee members.
This, according to Ms. Thanh, will ensure the synchronization, comprehensiveness, continuous stability, and connection of key cadres in Party, State, Government, Fatherland Front, and socio- political organizations; at the same time, Party committees at all levels in the new term will promptly implement the Resolution of the 14th National Party Congress and Party Congresses at all levels.
Accordingly, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that the National Assembly Standing Committee assessed that shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term is necessary.
According to Article 71 of the Constitution, the term of each National Assembly is 5 years... In special cases, if at least 2/3 of the total number of National Assembly deputies vote in favor, the National Assembly decides to shorten or extend its term at the proposal of the National Assembly Standing Committee.

At the same time, on behalf of the National Assembly Standing Committee, Vice Chairwoman of the National Assembly Nguyen Thi Thanh also presented to the National Assembly a report on deciding the election date of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
"Based on the opinions of competent authorities and on the summary of recent elections, the National Assembly Standing Committee submits to the National Assembly the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is Sunday, March 15, 2026," Ms. Thanh stated.
Also in the morning of the same day, Chairman of the Delegation Work Committee Nguyen Thanh Hai presented a draft law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies.
In the draft law, the drafting agency proposed increasing the number of Election Committees from 9 to 15 people, instead of the current 9-11 people, because the number of election teams at the commune level may increase due to mergers.
At the same time, the draft law also proposes to shorten the time for implementing election processes and procedures. It is expected that the final time from submitting candidacy applications to the election day will be 42 days, 28 days shorter than the current law...
With the shortening of many procedures, the earliest opening time of the first session of the 16th National Assembly could be 22 days after the election day. The shortest time gap from the deadline for submitting candidacy dossiers to the opening day of the first session of the new National Assembly and People's Councils is expected to be shortened by about 40 days...
