Improving the quality and transparency in contractor selection activities for the 2024 - 2025 period at the Department of Agriculture and Environment

In the period of 2024 - 2025, the Department of Agriculture and Environment of Ca Mau province has synchronously and drastically implemented many solutions to improve the efficiency of contractor selection, ensure compliance with legal regulations and meet the requirements of publicity and transparency in public investment management.

The Department of Agriculture and Environment has comprehensively reviewed and assessed the implementation of bidding activities at its affiliated units. In particular, leadership and direction have always been focused on, demonstrated through the timely issuance of many documents guiding the implementation of new regulations of the Bidding Law and related documents. Typically, Official Dispatch No. 1002/SNNMT-KHTC dated July 28, 2025 implementing the amended laws; Official Dispatch No. 1650/SNNMT-KHTC dated August 12, 2025 implementing Decree 214/2025/ND-CP and Circular 79/2025/TT-BTC.

During the implementation process, the Department has ensured the complete bidding procedures; posted bidding documents and contractor selection results in accordance with regulations on the National Bidding Network System. Thanks to that, transparency and accountability in bidding packages have been increasingly improved. However, the implementation still faces some difficulties such as: new regulations have not been guided in detail; the online bidding system is sometimes unstable; a number of staff and contractors are not yet proficient in technical operations, affecting the implementation progress.

From 2024 to 2025, the Department has deployed 95 online bidding packages, including 90 open bidding packages and 05 special bidding packages. The total bidding package price is 377,811 million VND, the total winning bid price is 367,728 million VND, helping to save the budget 10,083 million VND (equivalent to 2.67%). This result shows clear economic efficiency, and at the same time affirms the seriousness and compliance in the process of evaluating and selecting contractors.

In addition, the Department also regularly monitors and reminds units to comply with legal procedures; at the same time, no recommendations have arisen regarding contractor selection activities in the past time. Reporting and monitoring work has been fully maintained, contributing to ensuring discipline and transparency in public investment.

In the coming time, the Department of Agriculture and Environment recommends that Inspection Team 322 continue to guide and remove difficulties related to the application of the 2023 Bidding Law and newly issued documents, creating conditions for the industry's bidding work to become more effective, in accordance with regulations and more transparent./.
