Enhance international economic integration, promote rapid and sustainable economic development.
The general objective of the Resolution is to successfully implement major guidelines and policies set out at the 13th National Party Congress in the context that our country is implementing the 5-year Socio-Economic Development Plan 2021 - 2025 and the Socio-Economic Development Strategy for the period 2021 - 2030, focusing on: Building an independent and self-reliant economy, improving the effectiveness of international economic integration; ensuring rapid and sustainable economic growth on the basis of macroeconomic stability, science and technology development and innovation; quickly recovering the economy to overcome the negative impacts of the COVID-19 pandemic; proactively integrating comprehensively, deeply and effectively into the international community to attract external resources for development, strengthen the connection of interests with partners and enhance Vietnam's position and prestige in the international arena, ensuring national security.
Transforming the benefits of international economic integration into concrete results of growth in import and export of goods and services
The specific goal is to transform the benefits of international economic integration that have been achieved into concrete results in increasing the import and export of goods and services; improving the economy's ability to absorb science and technology and capital efficiency; promoting the development of domestic economic sectors, establishing a higher position in the global value chain; perfecting and improving the quality of institutions and laws to be more complete, modern, and integrated.
Improving the level and quality of international integration in general and international economic integration in particular contributes positively to the process of renewing the growth model towards sustainability, restructuring the economy, promoting industrialization and modernization of the country; narrowing the development gap compared to more developed countries in the region and the world.
Strengthen public-private cooperation, mobilize social resources, including support from multilateral mechanisms, non-governmental organizations, the business community, etc. in the process of implementing international commitments that Vietnam has signed, especially commitments in FTAs.
Enhance the resilience of the economy to negative external impacts; enhance the ability to respond and handle flexibly and effectively any developments in the world that may threaten to significantly affect import-export activities, trade transactions and international economic integration of economic sectors; perfect the trade defense system to protect the economy, enterprises and domestic markets in accordance with international commitments. At the same time, enhance the competitiveness of the economy, enterprises and Vietnamese products; create conditions and an environment for enterprises to develop stably and firmly.
Correctly and fully perceive the role and position of international law in Vietnam's international economic integration process; proactively and actively participate in building international legal rules; make the most of international law in protecting Vietnam's legitimate rights and interests in international economic relations, especially in resolving arising legal issues.
Promote cooperation, training, development of high-quality human resources, improve training quality to meet development requirements in the context of the 4th Industrial Revolution and deep international integration.
Proactively and actively participate in digital economic integration to contribute to the successful implementation of Vietnam's digital economic and social development goals according to the National Strategy for Digital Economic and Social Development to 2025 and vision to 2030.
Building an independent and self-reliant economy; improving the effectiveness of international economic integration: focusing on effectively exploiting FTAs to expand and diversify export markets, avoiding over-dependence on a few markets. Actively negotiating bilateral and multilateral trade agreements as well as participating in new economic cooperation and association models and frameworks. Continuing to perfect trade policies in accordance with the country's conditions and international integration.
5 key solutions
To achieve the goals, the Resolution proposes five important solutions: 1- Reform and perfect economic institutions; 2- Improve the business environment, enhance competitiveness; 3- Effectively implement FTAs; 4- Promote post-COVID-19 economic growth and sustainable development; 5- Comprehensive integration in the fields of culture, society, science and technology, national security and defense.
Strongly implement administrative procedure reform
Regarding reform and improvement of economic institutions , the Resolution strongly implements administrative procedure reform, especially procedures related to investment, import and export, taxes, etc., and cuts unreasonable business conditions and unnecessary procedures to simplify administrative procedures, creating convenience for people and businesses in the process of searching and implementing.
Develop mechanisms and policies to promote the development of a controlled testing legal framework for socio-economic sectors applying new/integrated products, services, solutions, and business models to have timely and appropriate development management policies to promote the digital economy, innovation, startups, etc.
Improve the business environment, ensure equality and transparency
Regarding improving the business environment and enhancing competitiveness , the Resolution provides solutions to improve the effectiveness of improving the business environment, ensuring equality, transparency, promoting innovation, ensuring a healthy competitive environment that brings stability and predictability to policies. Proposing more specific and practical goals and tasks to thoroughly resolve remaining problems in the business environment. Overcoming the lack of connection and coordination between relevant agencies and units for each area of responsibility.
Actively implement programs to promote trade, investment, tourism, and brand building; develop e-commerce to enhance trading capabilities, search, and expand markets...
To effectively implement FTAs , the Resolution provides solutions to enhance coordination between ministries and branches; promote the effectiveness of the consultation mechanism between state management agencies and enterprises in the process of proposing, selecting partners and developing plans to negotiate new FTAs as well as in removing difficulties in accessing export markets; sign agreements on mutual recognition of conformity assessment results in areas where Vietnam has strengths and export potential.
Continue to fully and seriously implement commitments on international economic integration and commitments in FTAs; study and propose plans to negotiate new FTAs as well as upgrade some signed FTAs; study and focus on effectively implementing FTAs that Vietnam has participated in, especially plans to implement new generation FTAs such as CPTPP, EVFTA, UKVFTA and RCEP...
