Determining that summarizing practices and researching theories play an important role in the development of the province, over the years, Quang Ninh province has closely followed practices to innovate thinking and awareness; focusing on summarizing practices and researching theories to make development decisions. Each provincial Party Congress marks a step forward in theoretical awareness and practical action as well as in summarizing and drawing experiences. This is an important foundation for Quang Ninh to firmly step forward in each stage of development.

Build your own development philosophy

Theoretical work plays an important role in the revolutionary cause of the Party and the nation. During his lifetime, President Ho Chi Minh attached great importance to theoretical work. He affirmed: “Theory enlightens the masses, teaches them how to organize and mobilize them to fight correctly… Only with theory to guide the way can the masses act correctly and develop their infinite talents and strength”…

Following his teachings, in the process of construction and development, Quang Ninh province always closely follows reality to innovate thinking and perception; focuses on summarizing reality, researching theory to build the province's own development philosophy. In particular, in nearly 40 years of innovation with the country, Quang Ninh has constantly supplemented theoretical thinking, resolved limitations, increased scientific content and practical basis in local decisions.

Right from the first years of innovation, the entire Party focused on researching, analyzing, and frankly identifying the advantages and limitations in all areas, clarifying the causes, especially subjective causes, such as subsidy ideology, waiting, dependence, lack of determination to innovate... On that basis, propose and implement solutions to overcome and implement the goals and tasks of socio-economic development, Party building and the political system, ensuring security, national defense,...

In the early years of the 21st century, to concretize the Party's 9th Congress's guidelines on promoting industrialization, modernization, promoting internal resources, while taking advantage of external resources and proactively integrating into the international economy, the province has focused its efforts on exploiting local potentials and advantages, gradually breaking the "economic monoculture" in the local economic structure, and developing diverse industries and services with competitive advantages. At the same time, gradually shifting the focus of the economy from industry to developing service industries.

In 2011, facing opportunities and challenges after 25 years of innovation, theoretical thinking and theoretical research work, summarizing practices were implemented by Party committees and authorities at all levels with practical solutions, suitable to reality and the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011). In particular, theoretical work has gradually overcome the backwardness in content, the forecasting is not close to reality; the results of theoretical research initially meet the requirements of development reality.

In particular, in the 10 years of implementing Resolution No. 37-NQ/TW (October 9, 2014) of the Politburo on theoretical work and research orientation to 2030, theoretical work has had many innovations, overcoming the shortcomings and limitations pointed out by the Resolution, achieving positive results in the process of concretizing the 2011 supplemented and developed Platform, the Resolutions of the 11th, 12th and 13th Party Congresses. In the period of 2013-2023, the Standing Committee of the Provincial Party Committee directed the development of 58 projects and research works. Among them, there are important projects such as: Project "Fast and sustainable socio-economic development; ensuring solid national defense and security and piloting the construction of 2 special administrative-economic units of Van Don and Mong Cai"; Project "Innovating methods, improving the leadership capacity and fighting strength of the Party; streamlining the apparatus and staff"; Project "Rapid and sustainable development of the processing and manufacturing industry"; Project "Promoting administrative reform, improving the investment and business environment, enhancing provincial competitiveness"; Project "Strengthening the Party's leadership in resource management, environmental protection, natural disaster prevention and mitigation, climate change response, ensuring water security"...

The works, topics, and projects summarizing theories and practical research are closely following and based on the basic principles of Marxism-Leninism and Ho Chi Minh Thought. At the same time, they focus on delving into and clarifying practical issues to practically serve political tasks. Thereby, contributing to improving the quality of building and promulgating resolutions and documents of the Party in a synchronous, comprehensive, focused, and practical manner, creating a strong change in the innovation of the leadership method of the Provincial Party Committee.

On the basis of fully identifying potentials, strengths, opportunities and challenges, in many terms, the Provincial Party Committee and Government have made breakthrough changes in development thinking; constantly researching and searching for new development spaces, resources and motivations for sustainable development. The province has determined to change the development method from "brown" to "green", based on 3 pillars: Nature - Culture - People; combined with taking advantage of the trend of peace, cooperation, integration and opportunities of the Fourth Industrial Revolution; simultaneously implementing socio-economic development with cultural development. The province has also boldly deployed many new development models and methods. In particular, with the development philosophy of "going one step ahead", "using public investment to lead private investment", Quang Ninh has successfully implemented the method of mobilizing investment resources in the form of public-private partnership (PPP) to develop the infrastructure system, especially synchronous and modern transport infrastructure, ensuring overall connectivity. The province focuses on developing high-quality human resources and skilled workers associated with shifting the labor structure, increasing the scale and improving the quality of the population closely associated with building a streamlined, effective and efficient organizational apparatus, improving the quality of the team of leaders, managers, civil servants and public employees in the political system, especially strategic-level officials and leaders with sufficient qualities, capacity and prestige, meeting the requirements of tasks in the new situation...

Speaking at the National Scientific Conference with the theme: "The Party's theoretical work and important research directions to 2030, vision to 2045", organized by the Central Propaganda and Mass Mobilization Commission in coordination with the Ho Chi Minh National Academy of Politics, the Communist Magazine, and the Central Theoretical Council on March 16 in Hanoi, Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, affirmed: The process of summarizing practices and researching theories of the province is always associated with the process of constantly renewing thinking, fully identifying potentials, strengths, opportunities, challenges, repositioning Quang Ninh in relation to the country and the world, researching and finding new development spaces, resources, and driving forces for sustainable development, creating a breakthrough development of the province over the past decade. Quang Ninh has risen to become a leading locality in innovation in the Northern Delta region, a comprehensive growth pole of the Northern region.

Elevating thinking, intelligence and courage in the new era

The remarkable results in all fields of Quang Ninh province in recent times are the result of the process of persistent and continuous efforts in inheriting, developing, and strongly innovating thinking; determining long-term vision and strategy, roadmap, and consistent development methods; correctly and creatively applying the Party's viewpoints and policies and Ho Chi Minh's thought to local practices in accordance with each specific context.

During several working sessions in Quang Ninh, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, affirmed: The breakthrough achievements that Quang Ninh province has achieved, especially after nearly 40 years of renovation, have shown that Quang Ninh province closely follows reality to innovate thinking and awareness; focuses on theoretical research, summarizes practice, and acts according to objective laws to build its own development philosophy. Quang Ninh has now become a model in implementing the renovation process in the locality; a model of creatively applying the Party's viewpoints, policies, and guidelines to the reality of Quang Ninh; a model of implementing the content ahead, demonstrating a breakthrough in thinking. These are valuable lessons for many localities and the whole country to refer to in the renovation process. At the same time, this is a solid foundation for Quang Ninh and the whole country to enter a new era of development - the era of the Vietnamese people's rise.

In the current context, the country in general and Quang Ninh province in particular are facing revolutionary turning points in development, posing new requirements for the research, application and creative development of Marxism-Leninism, Ho Chi Minh thought and the Party's theoretical work in solving challenges, especially those of the socio-economic development process. That is, ensuring the improvement of workers' lives, limiting the gap between rich and poor and the level of development between regions, ensuring social security issues; resolving conflicts between untapped potential and inappropriate institutions and mechanisms, such as: Conflicts between rapid industrial development and urbanization with service and tourism development in the same area. At the same time, it is necessary to carry out in parallel and harmonize two strategic, long-term tasks: Rapid and sustainable economic development and protection of independence, sovereignty and territorial integrity. Besides, effectively respond, prevent and solve problems of natural disasters, epidemics, traffic accidents, work accidents, environmental pollution...

In that context, from the experiences and achievements gained over nearly 40 years of innovation, Quang Ninh continues to closely follow reality to innovate thinking, awareness, research theories, summarize practices to build the province's own development philosophy in the era of national development, based on core values, sustainable development goals and deploy solutions to realize three strategic breakthroughs.

At the meetings of the Provincial Party Executive Committee, the Provincial Party Standing Committee discussed the tasks and solutions for 2025 and for the entire next term, all determined that the development orientation for the coming period is to focus on sustainable socio-economic development, associated with environmental protection, ensuring the balance between economic growth and conservation of natural resources; building a green economy, applying circular economic models and sustainable development. At the same time, continue to reform institutions, build digital government, transform the economic structure from "brown to green" with a focus on services, tourism, high technology and renewable energy; promote clean industry, limit the exploitation of mineral resources that affect the environment, towards building a green, sustainable and modernized economy, focusing on people, innovation as the driving force; promote the development of science and technology, innovation and digital transformation; Strengthen international integration, attract foreign investment, especially in economic zones and industrial parks.

Identifying people as the center of development, the province continues to focus on investing in education, health care and improving the quality of life of the people; preserving and promoting indigenous cultural values, especially the cultural heritages of ethnic groups in the area; increasing investment in education and training of human resources suitable to the needs of economic development; developing vocational training programs, linking with businesses, along with a quality living environment to attract highly qualified workers and experts to work in the province.

Along with that, focus on building a modern and effective public administration; continue to develop and perfect synchronous and modern infrastructure; develop smart urban areas and logistics centers to become international trade hubs...

Regularly summarizing practices, supplementing and developing theories, researching and clarifying new theoretical issues are important bases for Quang Ninh to build strategic policies and breakthrough solutions, creating strong momentum to make Quang Ninh develop more and more richly, civilized, modern, happy, soon becoming a centrally-run city, creating a solid foundation with the whole country to enter a new era of development - the era of the Vietnamese people's rise.
