Prevent smuggling, trade fraud and counterfeit goods at their root

Quang Ninh has a large, long, complex terrain. It is the only locality in the country that has both a sea and land border with China; the province is also a national and international tourist center with a large number of tourists... Therefore, the fight against smuggling, trade fraud and counterfeit goods faces many difficulties.

Faced with that situation, the province always identifies the fight against smuggling, trade fraud and counterfeit goods as a very important and long-term task, requiring the drastic participation of the entire political system, business community and people. The province has proactively reviewed and forecasted the actual situation in the area, issued and implemented many directives, peak periods and special topics on the fight against smuggling, trade fraud and counterfeit goods early and from afar, without "no-go zones", without exceptions, ensuring strictness and effectiveness. At the same time, promote information and propaganda; encourage people to participate, coordinate in detecting, denouncing, and promoting the combined strength in the fight against smuggling, trade fraud and counterfeit goods.

In particular, Quang Ninh has quickly and effectively implemented the Government's directives in Directive No. 13/CT-TTg dated May 17, 2025, Official Dispatch No. 65/CD-TTg dated May 15, 2025 and No. 72/CD-TTg dated May 24, 2025 of the Prime Minister on stepping up the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights. In particular, a Working Group of the Chairman of the Provincial People's Committee on the fight to prevent and repel crimes of smuggling, trade fraud, and counterfeit goods has been established. The task of the Working Group is to direct, inspect, and urge departments, branches, localities, and functional forces in deploying and implementing Official Dispatch No. 65/CD-TTg; Direct the inspection and propose handling of organizations and individuals who lack a sense of responsibility, are negative, lax in management, assist in smuggling, trade fraud, manufacture and trade of counterfeit goods, and infringe on intellectual property rights. The working group will operate until June 15, 2025.

With drastic actions and practical solutions, Quang Ninh has mobilized the participation of the entire political system, business community and people in the fight against smuggling, trade fraud and counterfeit goods. Since then, violations have been promptly prevented, especially in border areas, preventing them from being transported inland. In the first 5 months of 2025, functional forces have detected, arrested and handled 1,084 cases of smuggling, trade fraud and counterfeit goods with the value of infringing goods up to 12 billion VND; criminally prosecuted 48 subjects in 30 cases; administratively fined 1,052 cases.

To step up the peak period of fighting, preventing and repelling smuggling, trade fraud, counterfeit goods, fake drugs, fake functional foods, substandard foods, and goods that infringe intellectual property rights, the province requires all levels and sectors to continue to strengthen measures to fight and prevent. Resolutely not to let hot spots and gathering places for smuggling and illegal transportation of goods form; focusing on dairy products, pharmaceuticals, foods, and functional foods.

In particular, it is necessary to prevent smuggling, trade fraud, and counterfeit goods from the root. In particular, closely combine the Party's inspection and supervision work, the inspection work with the supervision of agencies, elected representatives, press agencies, media... to promptly detect, rectify, overcome limitations and shortcomings; detect and strictly handle violators. At the same time, strictly handle cadres, civil servants, and officers who show signs of moral degradation, corruption, negativity, protection, and assistance to law violators or have irresponsible behavior, lax leadership, direction, management, and violations of anti-smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

Along with that, review the provisions of current laws related to the fight against, prevention and suppression of smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; advise and propose competent authorities to consider amending and supplementing provisions that are still inadequate, problematic, and have loopholes...

Currently, the province is continuing to be more determined, drastic, and make more efforts in the work of preventing smuggling, trade fraud, and counterfeit goods to achieve substantial results, creating a foundation and favorable conditions to continue to effectively carry out this important task in the coming time.
