The Deputy Secretary of the Provincial Party Committee inspected Cao Xanh Ward and Thong Nhat Commune. Cao Xanh Ward was established on the basis of merging the current Cao Xanh Ward and Ha Khanh Ward. Thong Nhat Commune was established on the basis of merging Thong Nhat Commune, Vu Oai, Hoa Binh and a part of the natural area of Dong Lam Commune.
Localities are actively preparing facilities and arranging working places for Party Committees, People's Councils, People's Committees of communes and wards; the Vietnam Fatherland Front, mass organizations; public service units; Military Command and Commune-level Police. The arrangement ensures maximum use of existing headquarters, without wasting infrastructure.
Particularly, the Public Administration Service Center at the commune and ward levels is assigned a team of experienced staff to work directly at the modern Reception and Results Department. Since June 6, this team has been implementing a trial operation to handle administrative procedures according to the two-level local government model, initially meeting the requirements.
Along with focusing on completing district-level tasks before the suspension of operations, Ha Long City has proactively assigned members of the Standing Committee of the City Party Committee to directly take charge and closely monitor the area to ensure that preparations for the two-level local government model take place smoothly, on schedule, and as required.
Through the actual inspection and monitoring of the trial operation of administrative procedure settlement at the Public Administration Service Center of communes and wards, comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee, acknowledged and highly appreciated the initiative and sense of responsibility of Ha Long city in preparing from facilities to organizational structure, serving the effective operation of the new model.
He noted that the arrangement and organization of headquarters, facilities and working conditions of commune-level agencies after the merger must be carried out in a scientific and orderly manner, maximizing existing functions, while ensuring cleanliness, spaciousness and tidiness, creating a favorable working environment for cadres and civil servants and serving organizations, people and businesses well.
In the current transitional period, localities need to maintain a good work pace, effectively implement the assigned tasks and plans with the highest spirit of effort. Along with that, continue to strengthen state management in the fields of land, resources, investment attraction, creating a premise for stable and sustainable development.
The Deputy Secretary of the Provincial Party Committee emphasized: The arrangement of commune-level administrative units aims to build a streamlined local government, improve the effectiveness and efficiency of operations, and truly be close to the people, close to the people, and for the people. This is also an opportunity to expand the space and new development space for each locality. However, to realize that goal, it requires high determination and persistent efforts from the team of cadres, civil servants, and public employees. Faced with new requirements, the entire political system from the province to the grassroots level needs to promote the spirit of solidarity, unity, and consensus, contributing to the successful implementation of the two-level local government model, meeting the expectations and trust of the people.
