Merging commune-level administrative units, restructuring the apparatus from the grassroots: Part 4 - "Bigger to be stronger"

The ultimate goal of streamlining the apparatus is to help reduce the budget, allocate resources for socio -economic development, and improve the efficiency and effectiveness of the administrative apparatus at all levels. The problem is that the administrative apparatus must be "lean" but its operations must be "solid", which requires synchronous and scientific solutions from all levels and functional sectors.

Create space for growth

According to the resolution approved by the People's Council of Bac Kan province, Bach Thong commune was established on the basis of merging Dong Thang commune (Cho Don), Duong Phong and Quang Thuan communes (Bach Thong) with a natural area of ​​127.84 km 2 , a population of more than 8,200 people, and its headquarters is currently located in Duong Phong commune. The merger not only increases the area and population but also expands the space and new development momentum.

Secretary of Quang Thuan Commune Party Committee, Mr. Lam Ngoc Quyen pointed out: Oranges and tangerines are the main crops but are being strongly degraded, making it difficult for the locality to plan and develop citrus crops. Meanwhile, Dong Thang and Duong Phong both have similar soil and climate to Quang Thuan, and people also have experience in growing fruit trees, so merging together will create favorable conditions to complement and promote the advantages of each region in developing typical fruit growing areas.

Recognizing the advantages of merging commune-level administrative units, comrade Lam Tien Anh, Secretary of the Party Committee of Cao Ky Commune (Cho Moi) expressed his agreement: I think merging communes is a very correct policy and suitable for practical needs. It not only helps save budget, helps improve the efficiency and effectiveness of the grassroots administrative apparatus, but also helps new communes have more resources and advantages for development.

After the merger, Bac Kan was reduced from 108 communes, wards and towns to 37 commune-level administrative units. The area and population of the new communes and wards all met and exceeded the standards set by the Central Government many times over.

The arrangement of commune-level administrative units to meet the standards of natural area and population size, creating positive changes, promoting resources (land, population, expanding space for planning), and local development potential; at the same time, streamlining the apparatus, reducing staff, improving the quality of operations of the staff, civil servants, saving investment costs in building facilities and working equipment. Creating favorable conditions for socio-economic development, improving the material and spiritual life of the people; at the same time, facilitating state management work at the local level.

Faith in new beginnings

From July 1, 2025, the new communes formed on the basis of the merger will officially come into operation. Along with the expectation of a streamlined, effective and efficient administrative apparatus, people, officials and businesses at the grassroots level also have a lot of faith in the new development stage.

Mr. Nong Ngoc Thang, a retired teacher in Nguyen Thi Minh Khai ward (Bac Kan city) said: “I hope that after the merger, the new communes will have a more synchronous and long-term development plan. The use of land and human resources will avoid being dispersed and fragmented like before. The most important thing is to choose the right cadres with the capacity to serve the people well.”

From another perspective, Ms. Hoang Thi Thuy, Secretary of the Youth Union of Phuong Vien Commune (Cho Don) hopes that the new government will pay more attention to young people - the vanguard force in rural innovation: "We hope to have more playgrounds and cultural activities connecting young people in the new commune. If we are given the opportunity to start a business, study, and digitally transform, the young generation can absolutely stay and legitimately enrich their homeland."

Not only the people, but also the local business community and cooperatives have high expectations. Ms. Duong Khanh Ly, Director of Nghia Ta Agricultural and Forestry Cooperative (Cho Don) said: "A larger commune will have a broader development vision. We hope to receive support in terms of capital, land, and product consumption connections. If there is good planning, farmers can also produce systematically and link to the value chain."

Voices from many social classes have shown consensus on the policy of merging commune-level administrative units, and at the same time, it is also a message sent to authorities at all levels about the responsibility to realize that expectation./. (End)
