Not only is it a policy from the Central Government, the administrative unit arrangement in Bac Kan is being supported by the determination of the political system and the high consensus of the people. Each vote not only reflects political opinions, but also conveys the people's expectations for the sustainable development of the locality in the future.
Big policy, high consensus
Implementing the general plan, from July 1, 2025, the communes of Cao Son, Vu Muon, Sy Binh (Bach Thong) will merge into Vinh Thong commune. Since the policy of the superiors, the leaders of Vu Muon commune have done ideological work with cadres, civil servants and people in the area. In meetings and conferences in the commune and villages, the Party's determination and policy on the revolution of streamlining the apparatus are widely and regularly communicated to create consensus in society.
"We, the people, agree that we understand the benefits and hope that the merger will bring new development to our homeland and country," said Mr. Hoang Duc Ngam, Xuan Duong commune (Na Ri).
“Simplifying the apparatus is a major and correct policy of the Party and the State, so it is supported by the people of the entire district. The proof is that the percentage of households voting and the number of votes in favor of merging administrative units at the provincial and communal levels both reached nearly 100%,” said Comrade Nong Van Nguyen, Provincial Party Committee member and Secretary of the Na Ri District Party Committee.
From April 17 to 19, 2025, Bac Kan organized to collect opinions from the People as voters representing households on the Project on rearranging administrative units (ADUs) at the commune level and the Project on merging Bac Kan province with Thai Nguyen province. The total number of voters representing households whose lists were compiled for opinions was 82,273 people. Of which, the number of voters participating in giving opinions was 81,686 people, equivalent to 99.29%.
The project to rearrange administrative units at the commune level of Bac Kan province in 2025 (from 108 communes, wards and towns to 37 communes and wards), has 80,208 voters in agreement, reaching a rate of 97.49%; the number of voters who disagree is 1,477 people, accounting for 1.81% (with 01 invalid vote). Notably, 51 communes, wards and towns have a consensus rate of 100%; 52 units have from 80% to less than 100%; only 5 units have from 50% to less than 80%.
Movement from the base
Arranging files, documents, and inventorying assets to prepare for handover are the tasks that the Party Committee and the government of Con Minh commune (Na Ri) are focusing on completing before merging with Quang Phong and Duong Son communes into the new Con Minh commune. Other key tasks are eliminating temporary and dilapidated houses and disbursing public investment capital, which are also being vigorously implemented by the locality. 9/48 temporary and dilapidated houses have been completed, of which 6 houses have been urgently accepted and settlement records have been completed. The People's Council of the commune has just approved the list of maintenance and repair projects with a total source of 2.6 billion VND from the National Target Program for socio -economic development in ethnic minority and mountainous areas.
Like Kunming, other localities in the province are also urgently carrying out their tasks, based on the policies and directions of the Central Government, the Politburo, and the Secretariat on the arrangement and merger of provincial and communal administrative units and the organization of a two-level local government system. Thoroughly grasping the spirit of "running and queuing at the same time", the entire political system is involved; all levels and functional branches from the province down to the commune are urgently implementing assigned tasks to ensure progress.
Previously, on April 15, the National Assembly Standing Committee issued Resolution No. 76/2025/UBTVQH15 on the arrangement of administrative units in 2025. At the 27th session held on April 24, the People's Council of Bac Kan province passed a Resolution on the policy of arranging commune-level administrative units of the province in 2025.
Regarding the organizational structure, the People's Committee at the commune level will establish 4 specialized departments, including: Office of the People's Council and People's Committee; Economic Department (or Economic, Infrastructure and Urban Department in the ward); Cultural and Social Department; Public Administration Service Center.
Thuong Quan commune alone will not establish a specialized department but will arrange civil servants to take on job positions.
Public service units are streamlining their focal points, ensuring that a service unit can provide many basic and essential public services.
Recently, on June 4, the Provincial People's Committee issued an urgent document requesting departments, branches, sectors and localities to urgently and resolutely develop projects and complete staff arrangement before June 10, 2025.
The process of merging commune-level administrative units and organizing two-level local government is being carried out on schedule in Bac Kan, creating the premise for a transformation in organizing an effective and efficient administrative apparatus. When the entire political system acts together, and the people understand and support it, the revolution of streamlining the apparatus becomes an important stepping stone for a new stage of development./.
