In order to achieve the goal of completing the data finalization before June 30, in the past few days, the population staff from the district to the hamlet units have taken advantage of the time to review population fluctuations, update data related to births, deaths, the number of women of contraceptive age, the number of people coming and going in the area... to finalize the data before operating the new administrative unit.
Mr. Bui Trieu Phong - Deputy Head of the Department of Population, Communication and HealthEducation of Duc Tho District Health Center said: "The process of reviewing data also encountered many difficulties because the merger greatly affected the psychology of the village cadres, especially the population collaborators, making many people no longer interested in the job. However, with the participation in the direction of the district, the coordination of the local government and the specific guidance of the Provincial Population Office, we have strengthened the inspection, supervision and support work, so the finalization of population data on the district's software system has been implemented according to the set plan".
In the context of communes preparing to merge, change names and boundaries, updating A0 books and original population data of each commune and ward on the MIS system to finalize the right time to transfer accurate data to new administrative units is extremely important.
According to the Head of the Ha Tinh Population Department, Phan Truong Sang, finalizing population data when handing over the new commune is an important step, ensuring accuracy and compliance with regulations in the transfer of management rights and responsibilities in administrative management. It is also the basis for localities to allocate resources, implement social security policies, and ensure the effectiveness of management by the new local government. Therefore, in the past time, the Population Department has implemented plans, established monitoring teams, and supported the finalization of specialized population data until May 31, 2025 to fully hand over records, A0 books, and data to the new commune.
From the importance of finalizing population data, from the strong guidance and direction of the industry, in recent days, Can Loc District Medical Center has also taken advantage of all time to focus on updating data.
Ms. Pham Thi Thuy Duong - Head of Population and Communication Department, Can Loc District Health Center informed: "The difficulty that the locality is facing is in 2 units: Nghen town and Dong Loc, due to the low regulations on the regime for the urban population collaborators, many people have quit their jobs, so updating data on residential areas is difficult. However, with the attention of localities and the industry in increasing human resources and sending technical support staff, up to now, Can Loc has also completed the finalization of population data".
According to the population sector's report, as of June 28, 2025, 11/12 districts, cities and towns in the province have completed the finalization of population data. After the new communes officially come into operation, the MIS software system will also be updated with the entire original data system, continuing to serve the population management work according to the new area. With the standardized data platform, the Ha Tinh Population sector is ready to enter a stable and effective operation phase in the new administrative apparatus, meeting the increasing requirements in health care and improving the quality of population in the areas.
