On the afternoon of December 27, in Hanoi, Comrade Pham Minh Chinh, Politburo member, Prime Minister chaired a conference to review the work in 2024 and deploy tasks in 2025 of the agriculture and rural development sector. The conference was connected online from Hanoi to 63 provinces and centrally run cities. Also attending the conference were leaders of ministries, branches, central agencies, and leaders of provinces and centrally run cities. Reports and opinions at the conference unanimously assessed that 2024 will have both advantages and difficulties, challenges intertwined; including natural disasters, especially storm No. 3 (Yagi) causing heavy damage... With the attention and close direction of the Central Party, the National Assembly, and the Government, the entire industry has closely followed reality, determined, drastic, flexible, and turned around the situation to overcome difficulties and obstacles. Thanks to that, in 2024, the industry maintained high growth momentum, developed comprehensively, achieved and exceeded most of the main targets. The GDP growth of the entire industry is estimated at about 3.3%. Agriculture continues to affirm its important position and is the pillar of the economy, firmly ensuring food security, major balances of the economy, and contributing to macroeconomic stability and inflation control. Total export turnover of agricultural, forestry and fishery products and trade surplus increased to a record high of 62.5 billion USD, up 18.7% and 17.9 billion USD, up 46.8%.

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts and endeavors that the agricultural sector has achieved, reaping bountiful harvests in a number of areas, achieving higher results than in 2023, making important contributions to the overall comprehensive results of the whole country in 2024. Emphasizing the key tasks and solutions in 2025, the Prime Minister requested that first of all, it is necessary to thoroughly grasp, organize and synchronously, resolutely and effectively implement the resolutions, directions and conclusions of the Central Committee, the Politburo and the Secretariat on streamlining the organizational apparatus, urgently completing the Project to merge the Ministry of Agriculture and Rural Development - the Ministry of Natural Resources and Environment to ensure streamlining, strength, effectiveness and efficiency; develop plans, working regulations and working relationships to immediately carry out tasks according to assigned functions. Promote digital transformation, green transformation, circular economy, knowledge economy, prioritize resources to develop ecological agriculture, civilized farmers, modern countryside. Synchronously and effectively implement programs, plans, projects, and tasks to promote restructuring of the agricultural sector and rural development; develop industry serving agriculture, processing industry, agricultural product preservation, increase the proportion of deep processing to increase the added value of products; develop production clusters associated with raw material areas, forms of cooperation in production and processing connected with domestic and international consumption systems. Do a good job of forecasting supply and demand, providing information on the market situation, connecting producers with consumers, taking advantage of free trade agreements, especially EVFTA and CPTPP, to restructure export markets, reduce dependence on certain markets, remove barriers to penetrate new markets, and at the same time focus on the domestic market, have a strategy to bring goods from rural to urban areas, and build a brand for Vietnamese agricultural products.
