Comrade Nguyen Kim Long, Head of the Department of Sea and Fisheries, said: In order to complete the tasks as well as the resolutions assigned by the Party Congresses at all levels, right from the beginning of the term, the unit advised the Department of Agriculture and Environment to submit to the Provincial People's Committee for approval of specialized plans, such as: Plan to implement the National Program for effective and sustainable fisheries development for the period 2022-2025, with a vision to 2030 in the province; Plan to implement the Project on prevention and combat of illegal, unreported and unregulated fishing; Plan to implement the Project on developing aquaculture at sea until 2030, with a vision to 2045 of the province... At the same time, strengthen propaganda work, promptly announce forecasts on fishing grounds, information on schools of pelagic fish appearing in fishing grounds; Coordinate with local authorities in coastal areas to disseminate State regulations on fisheries such as: Fisheries Law, IUU fishing, support policies according to Decision No. 48; disseminate knowledge and legal regulations on food safety to fisheries production and trading establishments in the province.
The aquaculture seed production sector continues to develop, maintaining its advantage as a center for high-quality shrimp seeds, ready to meet the demand for shrimp seeds for commercial shrimp farming in the country. Currently, the province has 27 shrimp seed production enterprises applying high technology (2 parent shrimp seed production enterprises with a production capacity of more than 20,000 pairs/year; 25 enterprises in the group with a minimum production capacity of 0.5 billion post larvae/enterprise/year); 100% of shrimp seed production facilities are certified to meet the conditions for aquaculture seed production and rearing; 100% of facilities are monitored for disease safety, of which 12 facilities are certified for disease safety (exempted from monitoring, only post-inspection once a year). Most members of the Ninh Thuan Aquatic Seed Association use the "Ninh Thuan Shrimp Seed" certification mark on their labels to trace their origin, promote their brand and affirm their reputation in the market. In addition, the promotion and connection of supply and demand with key markets (Ca Mau, Bac Lieu ) have boosted the production and consumption of shrimp seeds to increase sharply. By 2025, the shrimp seed output will reach 45 billion postlarvae (exceeding the resolution target by 4 billion), proactively providing a part of the parent shrimp source (5,500 pairs of whiteleg shrimp corresponding to 15% and 4,000 pairs of black tiger shrimp corresponding to 20%) in seed production according to market requirements; contributing to increasing the production value in the period of 2021-2025 by an average increase of 4.83%/year.
On the other hand, realizing that the aquaculture area is shrinking significantly, especially in coastal inland aquaculture areas; the industry has reorganized production towards developing marine aquaculture, prioritizing deep water areas, applying high technology equipped with temperature and salinity sensors and automatic feeding machines. At the same time, gradually reducing the traditional farming object of shrimp to switch to high -economically efficient seafood specialties such as snails, sea fish, lobsters, etc. (17 facilities raising snails in indoor tanks with a scale of 92.6 hectares with an average yield of 18 tons/ha, 5 facilities raising industrial whiteleg shrimp in 2 stages in HDPE round tanks with roofs with a scale of 8 hectares with an average yield of more than 28 tons/ha; 4 HDPE round cages raising sea fish of 2,000m3 and implementing the largest scale squid farming model in HDPE cages in Southeast Asia). Although the production scale has decreased sharply compared to the previous period, thanks to the application of science and high technology, the value of aquaculture production in the 2021-2025 period still increased by an average of 6.14% per year.
In addition to aquaculture, the reorganization of seafood exploitation production has achieved many positive and quite comprehensive results in all fields. Accordingly, in the period of 2021-2025, the province has focused on adjusting the structure of offshore fishing in accordance with the quota in Decision No. 1223/QD-BNN-TCTS dated March 23, 2021 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment); offshore and coastal areas according to the quota in Decision No. 2376/QD-UBND dated October 28, 2021 of the Provincial People's Committee in conjunction with implementing solutions to combat illegal fishing. At the same time, fishermen are instructed to organize production activities in offshore areas according to the model of sea solidarity groups (170 groups/810 ships) to save costs, improve operational efficiency and limit risks encountered when operating in offshore areas; Connecting the fishing ground forecast newsletter to solidarity groups during the exploitation process. As a result, by 2025, the exploited output will be 130,000 tons, exceeding the set target (110-115 thousand tons), the production value in the period 2021-2025 will increase by an average of 2.17%/year.
Based on the achieved results, in the period of 2025-2030, the provincial fisheries sector will continue to develop in the direction of large-scale concentration, enhancing the application of science, high technology, digital technology associated with processing and building synchronous infrastructure, both serving economic development and being ready to serve national defense goals. In the immediate future, the whole sector will focus on implementing and advising on procedures for licensing marine aquaculture; grasping aquaculture work in the province, synthesizing and assessing the situation of farming objects; strengthening inspection of production and business conditions of aquatic breed production and trading establishments, continuing to build and maintain the reputation of Ninh Thuan breed brand. Continuing to implement assigned tasks on combating illegal, unreported, and unregulated fishing; Focus on coordinating with local coastal authorities, functional forces and fisheries management agencies of neighboring provinces in inspecting and preventing violations of regulations on fishing in the locality and neighboring areas and organizing inspections and controls at ports and estuaries for groups of vessels with expired licenses and registrations; disseminating and guiding fishing vessel owners to renew licenses and registrations according to regulations. At the same time, encourage the development of reasonable forms of production organization in chains to increase productivity, product quality and value to meet the requirements of the domestic and export markets.
