In the morning session, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City. The Chairman of the Central Committee of the Vietnam Fatherland Front gave a speech explaining and clarifying a number of issues raised by National Assembly deputies related to the draft Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at Grassroots Level.

Previously, in the morning session on June 12, with 461 out of 465 delegates participating in the vote, accounting for 96.44% of the total number of National Assembly delegates, on the morning of June 12, the National Assembly voted to pass the Resolution on the arrangement of provincial-level administrative units in 2025. Accordingly, the whole country will have 34 provincial-level administrative units, including 28 provinces and 6 cities.
