In the morning session, after the opening speech of the question and answer session by National Assembly Chairman Tran Thanh Man , the National Assembly questioned the first group of issues in the financial sector.
The questions revolved around financial solutions for socio-economic development, ensuring growth targets, renewing traditional growth drivers, establishing and promoting new growth drivers; solutions to improve the operational efficiency of state-owned enterprises; solutions to support and promote the development of the private economy into the most important driving force of the economy; solutions to promote the attraction of foreign direct investment (FDI); mechanisms and policies to promote and attract investment, and develop industrial parks and economic zones.

Deputy Prime Minister Ho Duc Phoc, Deputy Prime Minister Nguyen Chi Dung, Ministers of Industry and Trade, Agriculture and Environment, Construction, Science and Technology, and Foreign Affairs also participated in answering questions and explaining related issues.

The National Assembly then questioned the second group of issues in the field of Education and Training.
The content of the questioning focused on the current situation and solutions for developing and improving the quality of university education associated with the requirement of creating high-quality human resources to meet the requirements of socio-economic development; the implementation of legal regulations on extra teaching and learning; the work of ensuring a safe, healthy and friendly educational environment; preventing and combating school violence; and ensuring food safety and hygiene in schools.

Previously, on June 18, the National Assembly continued to discuss and assess the results of the implementation of the socio-economic development plan and the State budget in 2024; the implementation of the socio-economic development plan and the State budget in the first months of 2025; Approval of the State budget settlement in 2023; The transition to applying a number of specific mechanisms and policies that have been allowed by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and the State; Practice of thrift and anti-waste in 2024; (v) Results of implementing the national goal on gender equality in 2024.
At the discussion session, 30 National Assembly delegates spoke. The delegates agreed that in 2024 and the first months of 2025, with the efforts of the political system, the entire Party, the entire army, and the entire people; the timely leadership and direction of the Party Central Committee, the Politburo, the Secretariat, headed by the General Secretary; the efforts and determination of the National Assembly, the National Assembly Standing Committee, the Government, sectors, and levels, our country's socio-economic situation will continue to recover and develop positively, achieving comprehensive results in many areas. In 2024, 15/15 main targets will be achieved and exceeded; GDP growth rate will reach over 7%.
Delegates also noted a number of issues that need attention to achieve the highest socio-economic results in 2025 and the following years, such as: solutions to implement growth targets, stabilize the macro economy, control inflation, stimulate domestic consumption; improve the efficiency of disbursement of public investment capital; handle surplus houses, land, and public assets of ministries, branches, localities, and state-owned enterprises after restructuring and organizing the apparatus; continue to reform and allocate financial resources to increase salaries for officials and civil servants; amend regulations on personal income tax and family deductions; policies to attract domestic and foreign experts to work long-term in Vietnam; child care and protection; solutions to improve the quality of medical examination and treatment, and health care for the people; implementation of the autonomy mechanism in the health sector; legal corridors and policies to protect medical staff from acts of abuse and violence; work to eliminate temporary and dilapidated houses for poor households and households with revolutionary contributions; policies to support the development of organic agriculture; work to manage and control information on the network environment; solutions to prevent and combat the trading of fake drugs, fake foods, and counterfeit goods on social networking platforms.
In addition, delegates also gave their opinions to improve the quality, effectiveness and efficiency of settlement and management, administration of the State budget, management of financial funds outside the State budget; the practice of thrift, anti-waste and implementation of national goals on gender equality; the transition to apply a number of specific mechanisms and policies that have been permitted by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and State.

In the afternoon session, the National Assembly listened to the report of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee for Science, Technology and Environment Le Quang Huy on the explanation, acceptance and revision of the draft Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy. After that, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy by electronic voting, with the following results: 426 delegates participated in the vote (equal to 89.12% of the total number of National Assembly delegates), of which 425 delegates approved (equal to 88.91% of the total number of National Assembly delegates), and 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).
Next, the National Assembly listened to the Member of the Standing Committee of the National Assembly, Chairman of the Committee for Science, Technology and Environment of the National Assembly Le Quang Huy present the Report on explanation, acceptance and revision of the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality. After that, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Product and Goods Quality by electronic voting, with the following results: 420 delegates participated in the vote (equal to 87.87% of the total number of National Assembly delegates), of which 408 delegates approved (equal to 85.36% of the total number of National Assembly delegates), 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates), and 11 delegates did not vote (equal to 2.30% of the total number of National Assembly delegates).
Next, the National Assembly discussed the draft Law on Railways (amended).
At the discussion session, 16 National Assembly deputies spoke; in which, the deputies' opinions basically agreed with the necessity and urgency of amending the Railway Law. In addition, in order to continue perfecting the draft Law, the deputies focused on discussing: explanation of terms; basic principles in railway operations; preferential policies and support of the State on railway development; railway connections; railway stations; railways intersecting with railways or with roads; state management content of railway operations; railway planning; investment in construction of railway works; planning adjustment; investment in construction of technical infrastructure works used in common with railways; mobilization and arrangement of local railway investment capital; division of railway projects; investment in railway projects using non-state capital; urban development according to the TOD model for railways; selection of contractors; activities to be implemented before deciding to invest in railway projects; compensation, support, resettlement; ensuring prevention and combat of corruption, waste, and negativity; investment in railway industry development; research, application of science and technology, technology transfer and training of human resources for railway industry development; management and maintenance of railway infrastructure; prevention and combat of natural disasters for railway infrastructure; railway infrastructure business; railway safety management; responsibility for protecting order and safety in railway operations; transitional regulations.
At the end of the discussion session, Minister of Construction Tran Hong Minh spoke to explain and clarify a number of issues raised by National Assembly delegates.
