The document stated that, considering the report of the Party Central Committee Office on the serious implementation of Conclusion No. 167-KL/TW (dated June 13, 2025) of the Politburo and the Secretariat on the policy of reorganizing the apparatus and administrative units, putting into operation at the provincial and communal levels simultaneously from July 1, 2025, the Standing Secretary of the Secretariat Tran Cam Tu gave directions on a number of specific contents. Accordingly, the provincial and municipal Party Committees proactively reported and asked for opinions from senior leaders of the Party and State assigned to attend and direct the ceremony to announce the National Assembly's resolution on merging provinces and cities; the decisions of the Party Central Committee on the establishment of provincial Party committees and local leadership personnel, on the content, program, and detailed script of the ceremony. The time for organizing the ceremony to announce the Central's resolutions and decisions for provinces and cities is implemented uniformly nationwide from 8:00 a.m., June 30, 2025 .
- Participants in the Ceremony from localities include: Comrades in the Party Executive Committee of the province and city; former leaders of the province and city from Vice Chairman of the People's Committee, Vice Chairman of the People's Council of the province and city and above. The Central delegation attending the Ceremony in the locality includes: Senior leaders assigned to attend and direct the Ceremony as Head of the delegation and representatives of agencies in the Working Group assisting the Politburo and the Secretariat in implementing Decision No. 284-QD/TW, dated April 12, 2025 of the Politburo.
The Standing Secretariat requested localities to strengthen information and propaganda work, create an exciting and united atmosphere so that the event of announcing resolutions and decisions in the locality is truly a festival for all people; closely coordinate with the Central Party Office and relevant Central agencies in organizing the ceremony; direct local authorities to fully prepare facilities, broadcast the ceremony live, ensure the ceremony takes place thoughtfully, safely, practically, effectively, avoiding formalities and waste.
The Standing Committees of the provincial and municipal Party Committees proactively assigned members of the Standing Committees and members of the Party Executive Committees of the provinces and cities to attend and direct the ceremony of handing over resolutions and decisions of the Central Government and of the provinces and cities to communes, wards and special economic zones under their management, similar to the ceremony of announcing resolutions and decisions of the Central Government to provinces and cities, and to complete it by June 30.
