Resolution 13: Shifting from Thinking to Action

Resolution No. 13-NQ/TW, dated April 2, 2022, of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Mekong Delta region until 2030, with a vision to 2045 (hereinafter referred to as Resolution 13) opens up a new strategic direction, requiring a strong transformation in thinking and approach. With its position as a upstream and border province, An Giang has been and is realizing the resolution through concrete actions.

From strategic policy

According to Central Committee member and Provincial Party Secretary Nguyen Tien Hai, “From the beginning of the term, the Provincial Party Committee clearly defined that the realization of Resolution 13 must be achieved through action programs, plans, projects, and measurable results.” Implementing the Government's Action Program to implement Resolution 13, the province proactively reviewed and adjusted the provincial planning for the period 2021-2030, with a vision to 2050, fully integrating new orientations on spatial development, infrastructure, economy , and environmental protection. “The province has identified connecting transportation infrastructure with socio-economic infrastructure as the key to expanding development space, linking ecological sub-regions, and effectively connecting with the region and the whole country. Through this, we can better exploit potential and advantages and create room for sustainable long-term growth,” shared Ho Van Mung, Alternate Central Committee member, Deputy Provincial Party Secretary, and Chairman of the Provincial People's Committee.

In that spirit, An Giang has identified a strategy of using public investment as "seed capital" to attract private investment, focusing resources on projects with high spillover effects. The focus is on the Chau Doc - Can Tho - Soc Trang expressway; the infrastructure system for developing border gate economies linked to logistics; sustainable agricultural infrastructure adapted to climate change; and regional transportation routes. The simultaneous implementation of these projects aims to remove transportation bottlenecks, open up great prospects for inter-regional connectivity, shorten access time to seaports, and enhance An Giang's competitiveness and attractiveness within the Mekong Delta regional development chain.

Towards a development reality

The implementation of Resolution 13 in An Giang is evidenced by its organization and the effectiveness of public investment. During the 2021-2025 period, the province mobilized and disbursed over 110,000 billion VND, focusing on infrastructure projects such as transportation, irrigation, urban beautification, climate change adaptation, and agricultural restructuring towards a more sustainable approach. In 2025 alone, public investment reached over 28,000 billion VND, with a disbursement rate exceeding 95% of the plan, placing it among the leading localities nationwide.

According to the Director of the Department of Finance, Pham Minh Tam, the key is how public investment is used as a tool to regulate development. "The capital is concentrated, not spread thinly, acting as 'seed capital' to guide social resources, enhance regional connectivity, and create a foundation for sustainable growth," Mr. Tam explained.

While infrastructure is a necessary condition, economic restructuring towards environmental sustainability is the decisive factor for An Giang's sustainable development. This orientation is concretized through five key production models: circular agriculture, organic agriculture, rice-shrimp farming, rice-fish farming, and large-scale farming linked with businesses, implemented flexibly according to each ecological sub-region.

The rice-shrimp farming model is considered a prime example of farming practices adapted to climate change. In the U Minh Thuong region, farmers cultivate rice during the rainy season and raise shrimp during the dry season, breaking the pest and disease cycle while reducing the use of fertilizers and pesticides and efficiently utilizing natural resources. Currently, the province has over 100,000 hectares of rice-shrimp farming, reducing input costs by 20-30% and increasing income by 1.5-2 times compared to traditional rice cultivation. By 2030, the province aims to expand the area to approximately 117,000 hectares, while improving quality and establishing consumption linkages.

Alongside agriculture, An Giang is promoting processing industries, services, tourism, and logistics, leveraging its ecological and cultural advantages in the upstream region. These synchronized movements have yielded clear results. By 2025, GRDP is projected to grow by 8.39%, the highest in the Mekong Delta; 24 out of 26 socio-economic indicators are expected to meet or exceed targets.

After more than three years of implementation, Resolution 13 has gradually permeated the thinking and practices of the entire political system and the people in the province. The initial results have created a solid foundation, showing that the development goals for 2030 and the vision for 2045 are a feasible roadmap to be realized through determination and persistent action.

"An Giang doesn't need to chase rapid growth at all costs, but needs to steadfastly pursue a growth path based on knowledge, science, technology, and innovation. Only by creating high added value, linking production with the market, with the green economy and the circular economy, will growth be sustainable and competitive in the long term," advised National Assembly Vice Chairman Le Minh Hoan.
