Resolution of the 11th Conference of the 13th Party Central Committee

The 11th Conference of the 13th Party Central Committee met from April 10 to April 12, 2025 in Hanoi, after reviewing and discussing the submissions, projects and reports of the Politburo, based on the voting results of the Party Central Committee,

RESOLUTION

1. Approve the basic contents of the following draft documents submitted to the 14th Congress:

- Political report of the 13th Party Central Committee at the 14th National Congress of the Party.

- Report summarizing some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam.

- Report of the 13th Party Central Committee on summarizing Party building work and implementing the Party Charter to the 14th National Congress of the Party.

- Report on the assessment of 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030; directions and tasks for socio-economic development for the 5-year period 2026 - 2030.

The Politburo is assigned to base on the Central Committee's discussion opinions and the Politburo's Report on reception and explanation to direct the 14th Congress Subcommittees to receive and complete the above draft documents to collect opinions from Party Congresses at all levels for the 2025-2030 term according to regulations.

2. Basically agree on the draft of the Personnel Work Direction of the 14th Party Central Committee.

The Politburo is assigned to base on the Central Committee's discussion opinions and the Politburo's Report on reception and explanation to direct the completion of the Personnel Work Direction, and continue to report to the Party Central Committee.

3. Provide opinions on the introduction of additional personnel for the planning of the 14th Party Central Committee for the Politburo to consider and decide on the planning of the Party Central Committee for the 2026-2031 term according to its authority.

4. Basically agree on the Project on the direction for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term.

Assign the Politburo to base on the Central Committee's discussion opinions and the Politburo's Report on acceptance and explanation to issue the Conclusion on election directions and Directive on leadership of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; direct the National Assembly Party Committee to organize and implement; lead and direct the preparation and successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

5. Basically agree with the proposed contents of the Politburo and the Project on the plan to merge provincial-level administrative units, not organize the district level, merge the commune level and build a 2-level local government organization model; arrange socio-political organizations and mass organizations assigned by the Party and State into the Vietnam Fatherland Front; arrange and streamline the organization of the People's Court and People's Procuracy; build a system of local party organizations; and advocate amending and supplementing a number of articles of the 2013 Constitution.

Through a number of specific contents, continue to carry out tasks and solutions to improve and enhance the efficiency, effectiveness and efficiency of the organizational apparatus of the political system as follows:

- Regarding the organization of the 2-level local government apparatus: (1) Agree to the policy of organizing the 2-level local government: Provincial level (province, centrally-run city), communal level (commune, ward, special zone under province, city); ending the operation of district-level administrative units from July 1, 2025 after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended) takes effect. (2) Agree to the number of provincial-level administrative units after the merger is 34 provinces and cities (28 provinces and 6 centrally-run cities); the name and political-administrative center of the provincial-level administrative units after the arrangement are determined according to the principles stated in the Submission and Project of the Government Party Committee (Detailed list attached). (3) Agree to merge commune-level administrative units to ensure that the country reduces the number of commune-level administrative units by about 60-70% compared to present.

- Regarding the organization of the Vietnam Fatherland Front and socio-political organizations and mass organizations assigned by the Party and the State: (1) Agree on the policy of arranging, streamlining and merging the agencies of the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned by the Party and the State at the central, provincial and communal levels as per the Report and Project of the Party Committee of the Vietnam Fatherland Front and Central mass organizations; the arrangement and streamlining of the organizational apparatus must ensure close proximity to the grassroots and local areas, taking care of the legitimate and legal rights and interests of the people and union members of their organizations. (2) Agree on the policy of ending the activities of civil servant unions and armed forces unions; reducing the level of union dues contributed by union members.

- Regarding the organizational system of People's Courts and People's Procuracies at all levels: Agree on the policy of establishing local party organizations corresponding to the administrative system at provincial and communal levels. End the activities of district-level party committees (districts, towns, cities, districts under provinces, centrally run cities). Establish party organizations corresponding to provincial and communal administrative units in accordance with the Party Charter and regulations of the Central Government.

The Politburo is assigned to base on the Central Committee's discussion opinions and the Politburo's Report on reception and explanation to direct, complete and issue relevant regulations and instructions to ensure the stable and uninterrupted operation of the local Party organization system.

Assign the Politburo to direct the Government Party Committee to: Direct the completion of the Project on rearranging and reorganizing administrative units at all levels (including researching and reviewing the completion of criteria for rearranging communes, wards, and special zones) and building a model for organizing a 2-level local government; direct competent agencies to coordinate with relevant provinces and centrally-run cities to complete the dossier on the Project on rearranging, merging, and consolidating administrative units at provincial and communal levels, People's Councils, and People's Committees at all levels to submit to the National Assembly and the National Assembly Standing Committee for consideration and decision according to their authority; Urgently lead and direct central authorities to closely coordinate with localities to advise on the completion of legal documents to promptly organize the implementation of the arrangement of administrative units at all levels and organize the activities of two-level local governments in conjunction with promoting decentralization and delegation of power to localities, ensuring sufficient conditions and resources for implementation, enhancing the role of autonomy and self-responsibility of local governments; review regimes, policies, and roadmaps for streamlining payrolls, calculating costs, and balancing the budget; ensure unity, synchronization, and close connection with the effective implementation of the policies and resolutions of the Party Central Committee, the Politburo, and the Secretariat of the 13th tenure on the arrangement and streamlining of the apparatus of the political system.

The Standing Committees of the provincial Party Committees, municipal Party Committees, and Party Committees directly under the Central Committee focused on leading, directing, and urgently developing a Project under the guidance of competent authorities to reorganize provincial-level administrative units, not organize district-level units, and reorganize commune-level units. In which, based on local criteria and reality, proactively research, develop plans, and report to competent authorities to decide on the implementation of the reorganization, names, and locations of commune headquarters, ensuring that commune-level governments are streamlined, effective, efficient, close to the people, and serve the practical interests of the people in a timely manner, and reduce costs; at the same time, deploy the organization of local government activities at 2 levels according to legal regulations to ensure the correct roadmap and progress, achieving the goal of streamlining, efficiency, effectiveness, and efficiency associated with the successful organization of Party Congresses at all levels towards the 14th National Congress of the Party; Strengthening the prevention and fight against corruption, waste, and negativity in the arrangement of cadres, management, and use of public finance and assets; resolving administrative procedures for people and businesses to ensure no interruptions or disruptions.

6. Basically agree on the content of amendments and supplements to Regulation No. 232-QD/TW, dated January 20, 2025 of the Party Central Committee on the implementation of the Party Charter; Regulation No. 22-QD/TW, dated July 28, 2021 and Regulation No. 262-QD/TW, dated February 3, 2025 of the Party Central Committee on the inspection, supervision and discipline work of the Party.

The Politburo is assigned to base on the Central Committee's discussion opinions to direct the reception, completion and promulgation according to its authority.

7. Basically agree on the content of amendments and supplements to Directive No. 35-CT/TW, dated June 14, 2024 and Conclusion No. 118-KL/TW, dated January 18, 2025 of the Politburo on party congresses at all levels towards the 14th National Congress of the Party.

The Politburo is assigned to base on the Central Committee's discussion opinions and the Politburo's reception and explanation report to direct reception, completion and promulgation according to its authority.

8. Agree on the policy of amending and supplementing the Constitution and laws of the State related to regulations on the Vietnam Fatherland Front, socio-political organizations; regulations on local governments to serve the organization and apparatus arrangement of the political system; ensure completion before June 30, 2025, effective from July 1, 2025; stipulate a transition period to ensure smooth, uninterrupted operations, in accordance with the planned arrangement and merger roadmap.

The Politburo is assigned to direct the Party Committee of the National Assembly to lead and direct the National Assembly and the National Assembly Standing Committee to coordinate with relevant agencies to implement the amendment and supplementation of a number of articles of the 2013 Constitution in accordance with regulations; issue Resolutions of the National Assembly and the National Assembly Standing Committee related to the arrangement of administrative units at all levels and the organization of two-level local governments in accordance with schedule, creating a favorable legal basis in the process of arranging the apparatus of the political system and removing difficulties and obstacles, clearing bottlenecks, liberating production capacity, mobilizing all resources for development; the Government Party Committee directs and provides specific guidance on documents, administrative procedures, use of seals, etc. to avoid confusion and waste.

9. Approval of the Politburo's Report on important tasks the Politburo has resolved from the 10th Conference to the 11th Conference of the 13th Party Central Committee and a number of key tasks from the 11th Conference to the 12th Conference of the 13th Party Central Committee; Report on institutional improvement work; Report on preparations for the 14th Party Congress; General reports on the situation of the country, on the challenges threatening security and order that have emerged recently, on the world and regional situation and directions and tasks in the coming time; the situation and solutions related to responding to the new US tariff policy.

10. Listen to the Special Report on Breakthroughs in Science, Technology, Innovation and National Digital Transformation.

11. Agree to let comrade Nguyen Van Hieu cease to hold the position of alternate member of the 13th Party Central Committee.

12. Disciplinary action in the form of dismissal from all Party positions for comrade Truong Hoa Binh, former member of the Politburo, former Deputy Secretary of the Government Party Committee, former Permanent Deputy Prime Minister of the Government.

The Party Central Committee requires Party committees, agencies, units, and organizations, especially leaders, to focus on amending, supplementing, and perfecting institutions, especially regulations on state management, national governance, and social management in the direction of promoting decentralization and delegation of power, clearly defining the functions, tasks, authority, responsibility, and organizational structure of each level, each sector, each agency, unit, organization, and individual; the tasks in the coming period are very heavy and sensitive, but they are also opportunities for all levels, sectors, and localities to select, arrange, and assign cadres. Timely adjust and synchronously issue regulations and guidelines so that agencies, units, and organizations of the political system can operate smoothly, effectively, efficiently, and effectively according to the new organizational model.

The Party Central Committee calls on the entire Party, people and army to continue to unite, make efforts to overcome difficulties and challenges, successfully carry out the task of rearranging administrative units, streamlining the apparatus of the political system in the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee and the GDP growth target of 8% or more, as well as the socio-economic development goals, ensuring national defense, security and foreign affairs in 2025, successfully organizing party congresses at all levels for the 2025-2030 term towards the 14th National Congress of the Party.
