Building an inter-sectoral coordination mechanism to promote marine economic development
Recognizing the position and role of the sea and islands in economic development and protection of national sovereignty , our Party and State have issued strategies, mechanisms and policies for sustainable development of the marine economy, sustainable and effective exploitation and use of marine resources and environment. Given the characteristics of the marine space, where many overlapping economic activities take place and the context of many approved plans related to marine space and resources, the requirement for a close and effective coordination mechanism between agencies is becoming increasingly urgent in the process of implementing Resolution No. 36-NQ/TW dated October 22, 2018 of the 12th Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045 (Strategy).
To promote the effectiveness of the coordination mechanism in the management and comprehensive exploitation of resources, resolve conflicts and select optimal solutions among marine development sectors in accordance with the approved Strategy and plans, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to take the lead in coordinating with ministries and branches to focus on reviewing the functions, tasks and working regulations of the National Steering Committee on the implementation of the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045 (National Steering Committee) to clearly define the scope, nature and tasks under the authority of the National Steering Committee to separate the coordination function and management authority according to the provisions of law in accordance with the assigned functions and tasks of ministries, branches and agencies; study the establishment of an inter-sectoral coordination organization similar to the central level in localities to effectively resolve inter-sectoral and inter-commune issues.
At the same time, the Ministry of Agriculture and Environment needs to take the lead in coordinating with ministries and branches to develop and perfect the coordination regulations of the National Steering Committee based on scientific and legal grounds and on the following principles:
1- The National Steering Committee focuses on inter-sectoral and inter-regional issues, resolving development conflicts, multi-sectoral and multi-field issues in a sea area (conflicts between maritime economic activities, wind power, fisheries, tourism, oil and gas, etc.), issues requiring international coordination (such as issues of exploitation, integrated management of coastal areas, climate change, ocean plastic waste, etc.);
2- Decentralization and delegation of authority in accordance with the authority of the Central and local governments;
3- Specific tasks are the responsibility of state management agencies.
4- Coordination activities need to be based on a unified, centralized database, information sharing, analysis and evaluation toolkit, supporting the selection of appropriate development options, especially in high-potential areas based on big data and AI applications.
The Deputy Prime Minister requested the Ministry of Agriculture and Environment to promote the role of the standing agency of the National Steering Committee in advising, coordinating, synthesizing, and evaluating the implementation of inter-sectoral tasks and solutions on marine economic development, focusing on key tasks such as: strengthening the basic investigation of marine and island resources and environment; building, updating and standardizing data, unifying the management and use of the national marine and island resources and environment database system; coordinating with the Ministry of Finance to prioritize the allocation of sufficient funding to effectively implement assigned projects, tasks, and projects under the Key Program for Basic Investigation of Marine and Island Resources and Environment...
The Deputy Prime Minister assigned the Ministry of Agriculture and Environment to study and advise the Prime Minister to issue a document directing relevant ministries, branches and localities to promote the implementation of a number of key and urgent tasks assigned in relevant Resolutions, Plans and Planning, including strengthening coordination in implementation; the content of the consultation needs to be specific, ensuring the "6 clear" principle; submit to the Prime Minister for consideration and decision in June 2025.
