Due to the impact of storm No. 12, high tides combined with water from hydroelectric reservoirs being released downstream caused many low-lying areas in the downstream of the Huong River and the coastal areas of Tam Giang lagoon to be severely flooded.

In Duong No ward ( Hue city), the National Highway 49B route leading to Thao Long dam was heavily flooded in many places, with some sections being nearly 0.5m deep. To ensure traffic safety, Duong No ward police and local forces set up barriers and used specialized trucks to transport people and motorbikes through the flooded areas for free. The trips to transport people through the flooded areas of more than 2km all ensured traffic safety, with priority given to women, the elderly and children getting on the vehicles to go home first.

Mr. Vo Van Thinh, Chairman of the People's Committee of Duong No Ward, Hue City, said that in order to cope with storm No. 12 and prolonged floods, the commune leaders organized a review and counted the number of households that needed to be evacuated and relocated. Special attention was paid to cases of people with underlying diseases, the elderly, children, and pregnant women about to give birth. The locality has assigned staff to go to the homes of many pregnant women to persuade them to go to the hospital to give birth before the floodwaters come.

In a thank you letter to the Duong No Ward Police, Ms. Nguyen Nu - a local resident said: “Tonight (October 22), while I and some female workers were returning from work through the area from Dien Truong 2 Bridge to Thao Long Dam Bridge, the weather was bad, the water on Tam Giang Lagoon rose high and strong winds made it very dangerous to travel. In that situation, I was enthusiastically supported by the Duong No Ward Police, using a specialized vehicle to help me safely move through the nearly 2 km flooded section. I would like to express my deep gratitude to the officers and soldiers of Duong No Ward Police for their sense of responsibility, dedication and humane actions, which truly reflect the image of “Serving the People” of the Public Security Forces.”
