At the administrative procedure reception and return department of Tam Duong district, although there was still more than 1 hour left until the morning working hours according to State regulations, dozens of people gathered, bringing necessary documents and papers with the hope of soon getting a queue number and completing administrative procedures related to land.
Leaving home at 3:30 a.m., Mr. Tran Van Chinh, 65 years old, in Hoi Thinh commune, had to go through the process 4 times before he was lucky enough to get a number to submit administrative procedures regarding land at the one-stop office of the district People's Committee.
Mr. Chinh wanted to edit the cadastral map extract information on his family's pink book, but the first two times he went to fill out the application, he had to go home because he couldn't get a number because the line was too crowded. On the third time, he was lucky to get a "survival ticket" in the late afternoon, but when he was called to receive the application, he was missing the documents.
Mr. Chinh was instructed by the staff to supplement according to the regulations and listened to the experience of some people who had done it before, so on the 4th time, he left early in the morning, lined up to get the 2nd number of the working day.
Having just submitted the application, holding the appointment paper in his hand as he left, Mr. Chinh happily shared: "I have done land procedures several times before, but this time was probably the most difficult because there were so many applications. Luckily, I was able to submit them. Many people who came late had to wait until the next day to line up again to get their number from the beginning."
Comrade Tran Duc Thinh, an officer directly receiving land procedure documents at the administrative procedure reception and return results department of Tam Duong district, said: "The situation of people rushing to do land procedures has been going on for nearly 2 months now, causing the reception officers to have to work continuously, at full capacity but still cannot serve all the people in need.
Because every day, we only receive a maximum of about 130 sets of documents, but at peak times, the number of people needing to do procedures doubles, even nearly triples. In which, the main needs are to transfer land use rights, issue and change land certificates and register land changes.
With the sudden increase in the number of applications, our daily pressure to receive and process applications has increased while our human resources are limited, so meeting the huge demand from the people is an impossible task."
Not only Tam Duong district, the crowded situation in receiving and handling administrative procedures related to land occurs in many other localities in the province such as Vinh Yen city, Phuc Yen city, Binh Xuyen district, Lap Thach district...
At the one-stop shop of these localities, from early morning, there were dozens, even hundreds of people lining up to do administrative procedures related to land. People were guided through the process, kept order, and got a queue number according to regulations, but because the number of required documents was too large, not everyone was lucky enough to get their turn, many people who were late had to return, wasting time and effort going back and forth many times.
Meeting Mr. Pham Van Phu, Dong Tam ward (Vinh Yen) at the office of receiving and returning administrative procedure results of Vinh Yen city, he was holding the documents and looking back sadly as he shared: “My family has a need to separate the land plot in use and transfer land use rights. I work in a company so my time is limited, I only take advantage of work to do land procedures. Recently, because of the large number of documents, I have been queuing for a week but have not been able to get a number to submit the documents. In the near future, I will have to take a leave of absence to be able to complete the documents or ask for support from a broker.”
For many years, land has always been a sensitive area and has the highest demand for administrative procedures, with difficult and complicated procedures. At the district-level one-stop shop, officers receiving land-related procedures are often busy handling citizens' needs.
Besides, the district-level land registration office branches are often crowded and bustling with people coming to do transactions.
However, recently, with the news of administrative unit mergers and the absence of district-level organizations, people in many localities have rushed to complete land procedures because they are worried that without the district level, they will encounter many difficulties in transactions.
At the same time, this is also the time when the demand for land administrative procedures often increases because some people have mortgages with banks that are due to maturity. Therefore, the number of land-related documents increases, causing overload, long waiting times, and repeated travel in some localities.
