According to Resolution 37/NQ-HDND dated April 28, 2025 of the Provincial People's Council, after the arrangement and merger, An Giang from 155 communes, wards and towns will have only 54 commune-level administrative units, including 44 communes and 10 wards. In order for the new government apparatus to operate effectively and efficiently, the Provincial People's Committee has established many working groups to inspect the facilities of the new Commune and Ward Public Administration Service Centers to serve the people attentively; and the trial operation of communes and wards after the merger. This is an important preparation step, ensuring that these units are ready for trial operation on June 22 and officially put into operation from July 1, 2025.

Through the inspections, the Chairman and Vice Chairmen of the Provincial People's Committee acknowledged, commended and highly appreciated the thoughtful and urgent preparation of the districts, towns and cities. Thereby, it is noted that local leaders need to prepare the Public Administration Service Center spaciously; fully prepare the nameplates of the Party Committee, People's Committee, the Mobilization Block, and the Fatherland Front in the new wards and communes. Localities should widely propagate and inform the people about the change of administrative unit headquarters to contact and implement administrative procedures, giving priority to arranging staff to guide people in the process of contacting and implementing administrative procedures. The arrangement of headquarters, offices, machinery and equipment must ensure working conditions for cadres and civil servants, the preparatory committee needs to grasp the specific number of cadres and civil servants to make appropriate arrangements. The selection of software for managing documents and work records must be unified and synchronized between the province and commune to ensure smooth, quick, and uninterrupted processing; Information must be transparent, creating conditions for cadres and civil servants to easily grasp, access, synchronize, and unify in handling work. Urgently implement account creation, decentralization for cadres, civil servants, and public employees to be ready to use the necessary software. Units urgently implement the work of collecting old seals; engraving and registering to use new seals to be ready to deploy work when the government comes into operation from July 1, 2025.

In order to ensure that the local government's operations are smooth, effective, and on schedule in the very short remaining time, the Chairman of the Provincial People's Committee requested departments, branches, and sectors to regularly update and closely follow the instructions of the Central Government and the province related to the arrangement of administrative units, proactively guide units and localities in implementation. In particular, closely follow Plan 248-KH/TU, dated June 14, 2025 of the Provincial Party Committee on the plan for piloting the operations of Party, government, and Fatherland Front agencies (including socio-political organizations) at communes and wards and the directive documents of the Provincial People's Committee; ensure sufficient conditions for organizing the pilot operation of the new commune level on June 22, 2025.

The Department of Finance coordinates with agencies and units to urgently implement the opening and use of accounts, and arrange funds to ensure operations at the new commune level on schedule. The Provincial People's Committee assigns the Department of Home Affairs to urgently advise on the Regulations on functions, tasks, and powers of specialized departments under the Commune People's Committee, in conjunction with providing guidance on job titles, positions, and specific arrangements of the commune-level government apparatus. Regularly update the latest conclusions and directions of the Central Government to promptly guide unified implementation throughout the province.

The Department of Science and Technology guides the arrangement, operation and use of the online video conferencing system for communes. Propose solutions to improve the quality of transmission lines to support technical operation points to ensure stable, continuous, safe, quality and effective operations to save time and costs. At the same time, improve the leadership and management capacity of all levels of government and the operational efficiency of the entire political system from the province to the grassroots.

For agencies, organizations and units, continue to review and strengthen the management and use of public assets, ensure a complete and accurate inventory of existing assets as a basis for handing over, receiving and developing plans to handle surplus assets when implementing the arrangement of public service units, and avoid loss of state assets during the arrangement process. Link the inventory of public assets with the practice of thrift and anti-waste according to the Party's guidelines and policies and the State's laws.

When merged with Kien Giang province, the new An Giang province will have 102 communes, wards and special economic zones. With high political determination and great efforts, An Giang is accelerating progress, ready for a new phase of operating a two-level government that is effective, efficient, synchronous and modern on July 1, 2025.
