According to the draft plan for reorganizing commune-level administrative units in Thai Nguyen province, the number of commune-level administrative units will be reduced by over 68% (from the current 172 communes, wards, and towns to 55). This is considered the optimal plan based on careful and scientific consideration and calculation, ensuring it aligns with the general development context and trends, while also meeting the requirements of local governance in the era of national development. Specifically, Thai Nguyen City will be restructured from 32 wards and communes to 8 administrative units, including 6 wards and 2 communes. Pho Yen City is expected to establish 4 wards and 1 commune based on the rearrangement and merger of 17 out of 18 existing commune-level administrative units (Phuc Tan commune will merge with another administrative unit of Dai Tu district to form a new commune). Song Cong City will be restructured from 10 wards and communes to 3 units. Dai Tu district will have 27 communes and towns reduced to 9. Phu Binh district will have 20 communes and towns reduced to 5. Vo Nhai district will have 15 communes and towns reduced to 7. Dong Hy district will have 14 communes and towns reduced to 6. Phu Luong district is expected to establish 4 communes based on the rearrangement and merger of 14 commune-level administrative units. Dinh Hoa District has been restructured from 21 communes and towns to 8 units.
The arrangement, naming, and location of commune-level administrative units after the reorganization were carried out in accordance with regulations, taking into account the natural conditions, geographical location, historical traditions, and local culture. Therefore, most people in the province agree with and support this policy.
Mr. Nguyen Van Hoat, a Party member and head of residential group No. 8 in Hoang Van Thu ward (Thai Nguyen City), shared: "I believe that the reorganization of commune-level administrative units in the province is an important step in streamlining the apparatus, reducing intermediate levels, building a government that is close to the people, and improving the quality of service to the people."

Meanwhile, Ms. Dong Thi Tham from Dong Chan hamlet, Lau Thuong commune (Vo Nhai district) stated: After the reorganization, Thai Nguyen has significantly reduced the number of commune-level administrative units. Consequently, the size of the merged communes will be larger, enhancing the management capacity of local governments. However, the selection of administrative centers for each locality should adhere to regulations and be suitable to natural conditions… careful consideration should be given to infrastructure, ensuring transportation connectivity, regional connectivity, and suitability to the distribution of population, education , and healthcare… Notably, the reorganized administrative structure, in addition to being streamlined and scientific, should also carefully select its staff according to established criteria.
We are all well aware that the merger will reduce the cumbersome bureaucracy and streamline administrative procedures, thereby creating favorable conditions for the people. Therefore, the vast majority of people in the districts and cities of the province hope that this restructuring will be implemented soon.
Regarding the proposed provincial merger between Thai Nguyen and Bac Kan, the merged province will be named Thai Nguyen, with a natural area of over 8,375 km2 and a population of nearly 1.8 million people. Accordingly, Thai Nguyen will have 92 subordinate commune-level administrative units (including 77 wards and 15 communes), with its political and administrative center located in Thai Nguyen province.
Ms. Ma Thi Uyen, a retired official from Cho Don district (Bac Kan province), currently residing in Group 8, Trung Vuong ward (Thai Nguyen city), expressed: "As someone born and raised in Cho Don, I am very concerned about the long-term, sustainable development of the locality. I completely agree with the plan to merge Bac Kan and Thai Nguyen provinces. The merger is not only a solution in terms of administrative organization but also a strategic step to better exploit the potential and advantages of the region."

Sharing the same opinion as Ms. Uyen, Mr. Ma Doan Nam, from Vuon Thong hamlet, Dong Dat commune (Phu Luong district), said: The merger of Thai Nguyen and Bac Kan provinces will create more space for socio-economic development. The organizational structure will be streamlined, operating more efficiently and effectively.
It can be affirmed that Thai Nguyen is doing a good job of gathering public opinion on the policy of rearranging commune-level administrative units and the policy of merging Bac Kan and Thai Nguyen provinces. Although the consultation period only lasted two days, many localities such as Dai Tu, Phu Binh, Song Cong City, Pho Yen City, etc., basically completed the process by April 18th. Some remaining localities completed the consultation by April 19th. Accordingly, the province's rearrangement plan has received high public consensus. This reality shows that Thai Nguyen is ready to implement the rearrangement and streamlining of the commune-level government apparatus and the merger of Thai Nguyen and Bac Kan provinces into one "unit".
