In Van Tuong commune, each household mobilized people to reinforce the corrugated iron roof, sealed the windows; piled sandbags and plastic water cans on the roof to support it, and tied ropes to secure the corrugated iron roof to the house pillars.


Mrs. Pham Thi Duong (Phuoc Thien village, Van Tuong commune) is tying ropes to support the house, sharing: "Since early morning, my family has prepared sandbags to cushion the roof, and secure the corrugated iron sheets. When the storm comes, the wind is very strong, so we have to prepare in advance."
Mr. Nguyen Duy Khanh (Thanh Thuy village, Van Tuong commune) is also tying up his house, saying: "When hearing about the storm, people living near the sea are very worried. Their houses are close to the sea so they have to worry about ropes, rocks, iron... to keep their houses."

Mr. Vo Thanh Tung, Head of Thanh Thuy Village (Van Tuong Commune), said: “As soon as we heard about the storm, the village checked every household, especially families with fragile houses. We mobilized people to temporarily move to solid houses in the village, interspersed with households with more solid houses. The remaining households will be arranged to the infirmary and the gathering area to ensure the safety and property of the people when the storm hits.”


For basket boats, the people of Van Tuong commune have proactively brought them to the embankment and anchored them carefully to avoid being swept away by strong winds. Mr. Nguyen Quoc Hai (Phuoc Thien village) shared: “Every time there is a storm, the first thing to do is to protect the boats and tie them firmly to the house. Fishing nets and fishing gear are all brought home to be stored to avoid damage and loss of property.”
Localities along rivers and coasts have checked safe evacuation sites, prepared vehicles and necessities, and arranged shock forces ready to support people.
In the mountainous area of Son Ha commune, Quang Ngai province, in order to proactively respond to heavy rains caused by storm No. 12, the People's Committee of Son Ha commune, Quang Ngai province directly inspected vulnerable points at risk of landslides and flash floods in the area.


The delegation inspected the landslide-prone areas at: Deo Ron Residential Area (Deo Ron Village), Xa Trach Hamlet (Go Gao Village), Go Deo Hamlet (Go Ra Village), Ka Long Hamlet (Go Rinh Village) and 2 ferry piers in Xa Nay Village.


Ms. Vo Thi Xuan Lieu, Chairman of the People's Committee of Son Ha commune, said that this is a strong storm and is likely to cause heavy rain in the commune, so response work needs to be carefully prepared to ensure the safety of people's lives and minimize property damage.
In particular, pay special attention to organizing 24/7 guard forces at key locations such as overflow tunnels, overflow bridges, areas at high risk of landslides, and fast-flowing water; proactively set up barriers and warning signs, absolutely do not let people and vehicles pass when unsafe; military forces, police, and militia are ready to mobilize and support people's evacuation when situations arise.
Preliminary statistics in Quang Ngai province show that landslides and flash floods may occur in 49 communes with 301 locations, affecting 4,057 households with over 16,000 people.
Regarding river floods, the whole province is expected to have 4,523 households that may have to evacuate when the flood reaches alert level II or higher, concentrated in the river basins of Tra Bong, Ve, Phuoc Giang, Tra Cau, Tra Khuc, Po Ko, Dak Bla, and Dak To Kan.

The Provincial Border Guard has notified and guided all 6,422 fishing boats of the province to safe shelters; 309 boats with 4,080 workers operating in distant waters have all received information about the storm and are moving to take shelter; the remaining 6,113 boats have anchored safely at ports, of which 941 boats are anchored at wharves in the province. All 57 aquaculture cages in Ly Son have also been brought to anchor to avoid the storm.
According to the Quang Ngai Province Hydrometeorological Station, on the morning of October 22, the sea area of Quang Ngai (including Ly Son special zone) had strong North to Northwest winds of level 6, level 7, sometimes level 8, gusting to level 9, wave height of 2.5 - 4.5m, rough sea; the area near the storm's center had strong winds of level 8 - 9, gusting to level 10; very rough sea; waves from 3.0 - 6.0m high.
Storm surge in coastal areas of Quang Ngai is 0.2-0.4m high. Coastal communes of Quang Ngai province need to be on guard against large waves combined with high tides and wind-induced surges causing flooding in low-lying areas and coastal erosion. Be on guard against coastal erosion in coastal areas.
Due to the influence of storm circulation No. 12 and cold air combined with East wind disturbances, there is a possibility of heavy rain in Quang Ngai province from the afternoon of October 22 to 27. In the communes and wards of the mountainous area east of Truong Son, rainfall is likely to reach 250 - 400mm, locally over 500mm; in the communes and wards of the coastal plain, rainfall is likely to reach 200 - 350mm, in some places over 400mm.
In the communes and wards west of Truong Son, rainfall is likely to reach 50-150mm, with some places reaching over 200mm. Floods on rivers in the province may reach alert levels 2-3 and exceed alert level 3 during this period.
