In some areas such as Nhat Tan, Phu Thuong, Tu Lien wards (Tay Ho district) and Vinh Tuy, Vinh Ngoc communes (Dong Anh district), the situation of people, including many children and teenagers, bathing in the river without permission is quite common. Meanwhile, these bathing spots do not have rescue forces, and are not fully warned about the risks of underground currents or unusual changes in river depth. Many people do not wear life jackets and lack the skills to handle situations when encountering incidents in the water, leading to a very high risk of drowning.

Faced with the above situation, Waterway Police Team No. 2 (Traffic Police Department - Hanoi City Police) has coordinated with local authorities to step up propaganda and install warning signs at high-risk locations. At the same time, working groups organize patrols, inspections and strictly handle violations of regulations on waterway traffic safety.
Authorities also distributed free life jackets to people, encouraged families to sign a commitment not to let children swim in the river, and established a rapid response team in some riverside areas.
