At the recent national online conference to review the work of ensuring traffic safety and order (TTATGT) in the first 9 months of 2023 and the direction and tasks for the fourth quarter of 2023, the Traffic Police Department (CSGT) said that since the beginning of the year, there have been 8,335 traffic accidents (TNGT) nationwide, including 563 traffic accidents involving students, killing 329 students and injuring 528 others.

In Dak Lak, according to statistics from the health sector, in the first 9 months of 2023, the whole province had 5,125 patients coming for examination and treatment due to traffic accidents, of which 372 were children under 16 years old.

Khuat Viet Hung, Vice Chairman of the National Traffic Safety Committee, said that the number of students who died in traffic accidents in the first 9 months of the year is showing signs of increasing compared to 2022 and is very alarming. Although there have been great efforts to propagate andeducate traffic safety laws in schools, and there are commitments to comply with the law between families and schools at the beginning of each school year, there are still some parents, grandparents, and siblings who do not set an example in ensuring traffic safety for their children.

For example, the case of the couple Nguyen The Anh and Nguyen Thi Kim Ngan (residing in Phu Loc district, Thua Thien - Hue province) "performed a circus act" while driving a motorbike on Hai Van pass (Da Nang city) and recorded a video and posted it on social networks. Or most recently, the case of model and actress Ngoc Trinh driving a motorbike with both hands free, lying on the saddle and posting a clip on her personal Instagram caused outrage in public opinion. This is not only a violation of traffic regulations, endangering road users, but also affecting school-age children. Because when receiving these images and videos, teenagers are very likely to learn and follow suit.

Even the act of giving vehicles to children when they are not old enough is also an indirect cause leading to many consequences when children do not have a driver's license and are not equipped with knowledge of safe traffic participation. In fact, there are many heartbreaking traffic accidents involving underage children driving vehicles. For example, the accident that occurred at around 7:40 p.m. on September 29, 2023 in Viet Quang town, Bac Quang district (Ha Giang province) caused 6 casualties. According to information from the authorities, two motorbikes crashed into each other while avoiding a car. Both vehicles were driven by school-age children, each carrying 3 children. As a result, 3 children died and 3 others were seriously injured.

Or the simplest is the behavior of parents running red lights when participating in traffic. At the recent conference to review traffic safety work, Minister of Transport, Permanent Vice Chairman of the National Traffic Safety Committee Nguyen Van Thang gave the example that adults running red lights will be counterproductive to education, making it difficult to form good traffic awareness for children. The Minister emphasized: "There are things that must be strived for by many generations. Children are taught in school not to run red lights when participating in traffic. But if we run red lights, children will immediately question, thereby creating bad awareness for children. Education in schools must be accompanied by the family". The Minister suggested that the National Traffic Safety Committee should organize an in-depth meeting to analyze and dissect the shortcomings of the situation of underage teenagers driving motorbikes causing traffic accidents, in order to propose amendments and supplements to management regulations to suit the new situation.

Vice Chairman of the National Traffic Safety Committee Khuat Viet Hung said that the National Traffic Safety Committee will advise the Prime Minister to have specific instructions in implementing the topic of ensuring traffic safety for young people, in which the focus is on children from 14 to under 18 years old. Because currently, this is the group of subjects with the highest risk of violating traffic safety laws and traffic accidents among students nationwide.
