"Network operators are committed to taking measures to prevent the situation of SIM cards not being registered to the owner, one of which is to stop distributing SIM cards through agents and SIM card stores," Deputy Minister of Information and Communications Pham Duc Long shared at the September press conference of the Ministry of Information and Communications.
According to statistics from the network operator, of the 1.5 million new SIM cards recently sold on the market, about 80% were issued through dealer channels, 10% directly from the network operator and 10% through chain channels, such as large phone retail systems.

Among these, the dealer channel is considered to be the source of the most unregistered SIM cards. In addition, it accounts for a large part of SIM card sales, but the dealer channel still has many loopholes. Deputy Minister Pham Duc Long said that the Ministry has worked with the network operator, requesting to rectify and handle this issue.
According to Deputy Minister Pham Duc Long: "The network operators have reviewed and evaluated themselves, recognized their responsibilities, and also recognized the inability to control the activities of agents. The network operators have agreed and reported to the Ministry that they will consider stopping the agent channel from developing junk subscribers to the market."
In addition, Deputy Minister Long also said that he had worked with the network operator, requesting correction. "The network operator committed to stopping agents like this from September 10," Mr. Long said, saying that the network operators could focus on distributing SIM cards through the two remaining channels: direct channels and reputable chains.
Currently, most newly activated SIM cards from major carriers are directly connected to the National Population Database. SIM cards are only activated if the data matches. However, at many SIM card stores and agents, users can still easily find and buy activated SIM cards and use them immediately. This comes from the fact that agents hire people to act as subscribers, "circumvent the law", and then sell them on the market.
Previously, the Ministry of Information and Communications deployed 82 inspection teams to inspect the compliance with the law on the management of terrestrial mobile telecommunications service subscriber information in many provinces and localities. This activity was carried out nationwide with 8 mobile telecommunications enterprises, branches, telecommunications service providers and organizations and individuals registering a large number of subscriber SIM cards.
The subjects of inspection are organizations and individuals who register multiple SIM cards, telecommunications service providers who illegally use information of organizations/individuals or use their own information to register and pre-activate multiple SIM cards and circulate them on the market. This includes service providers established by telecommunications enterprises.
The purpose of this inspection is to strictly handle the situation of taking advantage of and using other people's information to register SIM subscribers, intentionally registering multiple SIMs to circulate on the market but not transferring the right to use.
Through the inspection, the Department of Information and Communications has clearly grasped the list of SIM import agents and telecommunications service providers in the area, especially agents importing large quantities of SIMs and registering large quantities of SIMs to prevent the situation of SIMs being activated in large quantities and pushed into the market.
