Quickly find resettlement land
The flash flood damaged 248 houses, of which 43 were completely swept away and had to be relocated immediately. Immediately after the flood, the Department of Natural Resources and Environment of Yen Bai province and a working group inspected the communes of Ho Bon, Khao Mang and Lao Chai.
Of the 43 houses completely swept away by the flood, Ho Bon commune had 22 houses, Lao Chai 20 houses and Khao Mang 1 house. Yen Bai Department of Natural Resources and Environment agreed with Mu Cang Chai district to plan for resettlement among the people for 17 households. Of which, Ho Bon commune has 10 households (two Lai Chau business households have returned to the locality); Khao Mang commune has 1 household and Lao Chai commune has 6 households. Along with that, a concentrated resettlement area was arranged for 26 households (Ho Bon commune has 12 households; Lao Chai commune has 14 households).
Specifically, in Ho Bon commune, 12 households were arranged, located in Trong La village, adjacent to the headquarters of Ho Bon commune People's Committee. After leveling the resettlement area, it is about 10m higher than National Highway 32C, a suitable location for leveling and arranging residential land for households. The preliminary delineated area is about 8,900 m2 . In Lao Chai commune, 14 households were arranged, located in Hong Nhi Pa village, with one side adjacent to a 3m concrete road connecting the villages, close to the existing residential area, the location is quite flat, suitable for leveling and arranging residential land for resettled households. The preliminary delineated area is about 20,000 m2 .
After selecting the resettlement area location, the Department of Natural Resources and Environment of Yen Bai province immediately deployed 3 working groups to assist the district. Of which, 2 groups carried out the measurement, established the land acquisition map, established the compensation and resettlement plan for the district for the planned area in 2 concentrated resettlement areas; 1 group assisted the people in establishing the measurement of the recovered land plots for 15 cases of self-arranged resettlement.
Yen Bai Department of Natural Resources and Environment actively worked with Mu Cang Chai district to measure and establish land acquisition maps, develop compensation, support and resettlement plans for the planned area in 2 concentrated resettlement areas.
For 15 cases of self-arranged resettlement, the procedures for establishing and measuring recovered land plots must be completed in August 2023; the district will report to the province to have a support policy and pay people in September 2023.
People are excited to have new housing
Just over a month after the flood, Ms. Mua Thi Cha's family in Trong La Village, Ho Bon Commune still cannot get over the historic flood that swept away their house and property. All that remained was bare ground, devastated and covered in mud. After the flood passed, her family received help from the province, district, armed forces and benefactors who provided money and essential items. In particular, Mu Cang Chai District urgently found and arranged land for her family and many other households to rebuild their houses to stabilize their lives.
Ms. Mua Thi Cha - Trong La Village, Ho Bon Commune shared: "The recent flood swept away all of my family's houses and assets, but thanks to timely support from the local Party Committee and authorities from the province to the district, my family has now built a new house to live in. I am very happy and excited, thank the Party, the State, and the local Party Committee and authorities very much."
Moving into a newly built, spacious house, Mr. Sung A Vang - Trong La Village, Ho Bon Commune could not hide his joy. Not only is this a new place to live, but this new place has flat land, is close to the national highway, has national electricity grid, and convenient roads for the family to develop the economy . His family is less afraid every time it rains or has strong winds.
“I am very happy to be able to move into a new house like today. Thanks to the care of the officials, my family has money and land in time for us to rebuild the house. Although the flood washed away all of our family's assets, fortunately there were no casualties. We will try to restore the house firmly to develop the economy and stabilize our lives,” Mr. Sung A Vang said excitedly.
Ho Bon Commune, Mu Cang Chai District, more than 95% of the population is Mong ethnic people. In the historic flood on August 5, Ho Bon Commune suffered damage to 179 houses. Of which, 21 houses were completely damaged; 23 houses were severely damaged; 13 houses had to be urgently relocated and 121 houses were slightly damaged due to soil. Thanks to the drastic direction of the Provincial Party Committee and Mu Cang Chai District Party Committee, up to now, 121 houses with slight damage have been basically repaired; 21 houses were completely damaged, 13 households have new houses and the rest are being arranged to stay at the teachers' official residence.
Like Ho Bon, Lao Chai commune also suffered severe consequences caused by natural disasters. According to statistics, Lao Chai commune had 42 households completely damaged, 62 households severely damaged, and 30 households urgently evacuated. Notably, in De Sua village, floods damaged 31 households, of which 25 households suffered from 71 to 100% damage. In order for people to stabilize their lives soon, the local Party Committee and government of Lao Chai commune actively promoted and mobilized people to donate land to create conditions for households without land to build houses and stabilize their lives.
Up to now, the affected households have basically repaired their houses to live in. For the households that have been arranged to build houses in the resettlement area of Hong Nhi Pa village, Lao Chai commune, they have had their house foundations and are proceeding to build their houses according to regulations.
Mr. Giang A Vang - Secretary of Lao Chai Commune Party Committee said: Up to now, all the houses that have been completely destroyed have been repaired and their lives have been stabilized. The commune government will continue to direct and monitor the progress of guiding people to move to new places in accordance with regulations and ensure progress in stabilizing their lives.
It can be seen that with the participation of the entire political system and the support and companionship of all levels of sectors and philanthropists, the people of the flooded area of Mu Cang Chai have a new place to live. This will be the motivation for families affected by floods to ease their pain, soon overcome difficulties and stabilize their lives.
