With the motto of prevention as the main thing, Son La Provincial Party Committee has focused on leading and directing Party committees, authorities, the Fatherland Front and socio-political organizations to promote the implementation of the movement of the entire people participating in fire prevention and fighting. Thereby promoting the role and mobilizing the combined strength of the entire people to participate in fire prevention, fighting and rescue activities (PCCC and CNCH); linking the All-people movement of PCCC and CNCH with the All-people movement of protecting national security and a number of other movements and campaigns launched by the Provincial Fatherland Front Committee and its member organizations.
Son La province has built and consolidated the core force in the fire prevention and fighting and search and rescue movement at the grassroots level, meeting the requirements of the "4 on-site" motto. The review, consolidation and maintenance of conditions to ensure the operation of the civil defense force has been given attention. Up to now, the province has 2,233 groups, villages and sub-regions establishing civil defense teams, reaching a rate of 100% with 2,135 team members. Along with that, the work of building and replicating advanced models of fire prevention and fighting and search and rescue has been maintained in a systematic manner, bringing good results. These are the active nuclei promoting the movement of the entire people in fire prevention and fighting and search and rescue.
Colonel Hoang Vinh Hien, Deputy Director of Son La Provincial Police, said: Along with advising the province to lead and direct the implementation of training, drills, and professional sports to improve the quality and effectiveness of fire prevention and fighting and search and rescue work for the forces, the Provincial Police also proactively advised the province to promote propaganda and mobilize people to participate in ensuring fire prevention and fighting safety during the dry season, rainy season, storms and floods, festivals, and political-cultural events taking place in the area. At the same time, many models and typical examples in fire prevention and fighting work have been built and replicated, contributing to raising awareness and responsibility of all levels, sectors, and the entire population... In the past 10 years, the Provincial Police have advised the province to consider and recognize advanced models in the People's Fire Prevention and Fighting and Search and Rescue movement for 586 units; all levels have commended 880 collectives and 1,036 individuals with outstanding achievements in fire prevention and fighting and search and rescue work.
Over the past 10 years, Son La province has approved 1,354 projects for fire prevention and fighting and accepted 796 projects for fire prevention and fighting; organized inspections and assessments of fire prevention and fighting safety conditions in industrial parks, clusters, production facilities, and facilities with fire and explosion hazards; no facility has had to be relocated because it did not meet fire prevention and fighting safety conditions.
Along with that, the People's Committee of Son La province has had many solutions in directing the organization of basic investigations, grasping the situation, identifying key facilities and areas of fire prevention and fighting and search and rescue to have effective management measures; organizing fire prevention and fighting and search and rescue safety inspections for important facilities in politics, economy , culture, facilities with high risk of fire and explosion; urging and guiding facilities to organize self-inspection, fully prepare forces, means, fire prevention and rescue plans; organizing timely and effective search and rescue, not allowing major fires and explosions to occur with serious consequences. The province has inspected fire prevention and rescue safety conditions at 12,896 facilities, handled administrative violations of fire prevention and rescue for 386 violations with a total fine of more than 2 billion VND.
Son La province has also resolutely implemented many measures and solutions in directing the strict implementation of the Government's regulations on compulsory fire and explosion insurance... Through review, the province ensures that 100% of establishments subject to compulsory fire and explosion insurance have purchased according to regulations.
Identifying fire prevention and fighting and search and rescue as an important task in the process of socio-economic development, in the coming time, Son La province will continue to disseminate and thoroughly grasp the guiding documents and instructions on fire prevention and fighting; direct the effective implementation of the Law on Fire Prevention and Fighting and Search and Rescue, Project No. 08/DA-BCA dated May 5, 2025 of the Ministry of Public Security on reducing fires causing serious damage to people and property. At the same time, focus on leading and regularly directing the inspection and supervision of fire prevention and fighting and search and rescue; proactively develop plans to prevent and handle situations if fires, explosions, incidents, and accidents occur quickly, promptly, and effectively according to the motto "4 on-site".
