According to the report of the Department of Planning and Investment of Nghe An province, as of April 30, 2024, the 2024 concentrated public investment plan had disbursed VND 988,933 billion, reaching 21.37% of the plan, higher than the same period (15.3%) and higher than the national average (estimated at 17.46%).
Some capital sources achieved good results such as: The national target program on new rural construction disbursed 269.19 billion VND, reaching 60.8%; lottery revenue disbursed 11.444 billion VND, reaching 40.87%; land use revenue disbursed 93.576 billion VND, reaching 36.7%.
There are 24 units/total of 68 investor units with a fairly good disbursement rate (over 30%), including: 10 districts and cities: Yen Thanh (59.32%), Do Luong (52.35%), Vinh (47.8%), Nam Dan (44.7%), Thanh Chuong (42.42%), Nghia Dan (42.13%), Tan Ky (41.5%), Cua Lo (39.68%), Nghi Loc (37.04%), Dien Chau (36.53%).
14 investors (outside the district) have a fairly good disbursement rate (over 30%): Nghe An Radio and Television Station (100%), Ha Huy Tap High School (100%), Do Luong District General Hospital (93.42%), Dien Chau 4 High School (90.08%), Do Luong 3 High School (88.95%), Quynh Luu 3 High School (82.44%), Departmentof Education and Training (69.73%).
Nghe An Department of Standards, Metrology and Quality (68.56%), Nghi Loc 3 High School (51.34%), Quy Hop 3 High School (50.18%), Tan Ky Irrigation Company Limited (48.83%), Yen Thanh District General Hospital (33.46%), Provincial Employment Service Center (31.23%), Phu Quy Irrigation Company Limited (31.09%).
However, as of April 30, 2024, there are still 13 agencies and units that have not yet disbursed, including: Provincial Police, Nghe An Northwest Irrigation One Member Co., Ltd., Department of Home Affairs, Nghe An Provincial Border Guard Command, Vietnam - Korea Industrial Technical College, Ky Son District Party Committee, Department of Information and Communications, Thanh Chuong 3 High School, Phuc Son Voluntary Drug Rehabilitation Center, Nghe An Provincial Business Bloc Party Committee, Muong Qua High School, Tuong Duong 2 High School, Department of Natural Resources and Environment.
In addition, there are 13 agencies and units that disburse less than 10%, including: 2 districts: Ky Son (4.41%), Tuong Duong (8.23%). 11 investor units (outside the district), including: Nghe An Provincial Boarding High School for Ethnic Minorities (0.21%), Department of Planning and Investment (0.66%), Nghe An Provincial Political School (1.8%), Department of Rural Development (2.99%), Department of Health (3.43%), Nghe An Oncology Hospital (3.72%).
Nghe An Ethnic Boarding High School No. 2 (4.14%), Nam Nghe An Irrigation One Member Co., Ltd. (5.36%), Department of Agriculture and Rural Development (7.14%), Provincial Project Management Board for Investment in Construction of Civil and Industrial Works (8.1%), Department of Culture and Sports (9.47%).
Of the 160 projects assigned with concentrated investment capital in 2024, 72 projects with a capital of VND 700,161 billion have not been disbursed; of which 53 projects with a capital of VND 479,961 billion have not been disbursed, and 19 newly started projects with a capital of VND 220.2 billion have not been disbursed.
Regarding the national target program source, there are still 356 projects that have not been disbursed. Of which, for newly started projects, 84/152 projects have completed bidding procedures to start construction, while 68 projects have not yet had bidding results to start construction.
For new projects in the 2021-2025 medium-term plan but not yet arranged for annual plans, now is the 4th year of the medium-term plan, but some investors have not yet completed the step of approving investment decisions to serve as the basis for annual capital arrangement.
At the provincial meeting on accelerating the disbursement of public investment capital plans, socio-economic recovery programs and three national target programs in 2024 in early May, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that all must agree on the goal of striving for no units to disburse 0 VND by the end of June. By September 2024, all projects must complete the procedural documents for construction.
The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to review, propose adjustments, and transfer capital in a timely manner from June 2024. After June, projects with slow disbursement and projects that have not disbursed any money will be resolutely transferred to focus capital on projects with better disbursement progress, striving to complete the disbursement target of at least 95% of the plan assigned in 2024 according to the direction of the Prime Minister.
