At Nghi Son – Dien Chau and Dien Chau – Bai Vot stations, the Vietnam Road Administration assessed that the progress of implementation was very slow, not meeting the requirements. The Vietnam Road Administration requested the investor to urgently complete the design approval procedures, mobilize more human resources and equipment to speed up the progress according to the direction of the Ministry of Construction .
At Ham Nghi – Vung Ang and Vung Ang – Bung stations, invested by Xuan Khiem Group, the implementation was evaluated as good. As required, Ham Nghi – Vung Ang station must be completed in early October 2025, while Vung Ang – Bung station must be completed in early November 2025.

The Vietnam Road Administration requested investors to promptly complete public service works, such as restrooms, parking lots, and access roads. Before putting into operation, the entire rest stop infrastructure must be completed to ensure traffic safety and environmental sanitation.
According to the plan, there will be 24 rest stops along the entire North-South Eastern Expressway, of which 21 stations are prioritized for implementation. Currently, there are 8 stations under construction, including: Mai Son - National Highway 45, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Ham Nghi - Vung Ang, Vung Ang - Bung, Van Phong - Nha Trang, Km205 Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay. In general, the construction progress of some stations is slow due to problems in site clearance, many localities have not handed over the site as planned.
Faced with this situation, the Vietnam Road Administration regularly inspects the site to urge, rectify, and require investors to concentrate human resources and equipment, speed up construction, and complete all essential public service works before December 31, 2025.
