The Standing Committee of the City Fatherland Front Committee held a conference to comment and criticize draft decisions of the City People's Committee about to be issued.
At the conference, delegates focused on discussing and contributing opinions on the draft Decision of the City People's Committee regulating the coefficient of salary increase adjustment as the basis for determining salary costs and labor costs in prices and unit prices of products and public services using state budget funds implemented by enterprises in the city.
According to the delegates, the impact of the market economy affects the ability of enterprises to pay as well as the legal corridor so that the policy of improving workers' salaries can be applied in practice, contributing to improving the lives of workers, creating a strong driving force to promote sustainable development of each agency, unit, enterprise and the economy in general. Mr. Nguyen Thanh Si, Deputy Director of the City Department of Finance, commented: "I agree with the necessity of issuing the above draft regulation of the City People's Committee. In the near future, implementing the project of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model, the city will not organize district-level government. Therefore, it is recommended that the drafting unit review the regulation of the coefficient of division by district to advise in accordance with the new provisions of the law".
At the conference, the Department of Agriculture and Environment of the city presented a draft Decision regulating the areas and locations for dumping of dredged materials from the inland waterway transport system in the city. Delegates agreed on the necessity of issuing this Decision to improve the effectiveness and efficiency of state management of solid waste management. At the same time, it creates a legal corridor for competent authorities to plan, build, select areas and locations for dumping, and implement projects related to dredging activities in inland waterways in the city. Thereby, limiting the harmful effects of environmental pollution, resolving difficulties and inadequacies in the management of areas and locations for dumping...
Ms. Phan Thi Minh Thu, Chairwoman of the Cultural - Social Advisory Council of the Vietnam Fatherland Front Committee of the city, commented: “At point d, article 4 “State management responsibilities”, I propose to add the phrase “Implement specialized state management” for dredging activities in inland waterways and dumping sites for dredged materials according to regulations. It is necessary to add the responsibility of the City Department of Construction in presiding over the review and adjustment of the planning of the area and dumping sites into the general planning and urban subdivision planning; add the responsibility of the People's Committees at the grassroots level (commune, ward) in having to give opinions on the environmental suitability of the legal planning of the land and the consensus of the people on the dumping site. In addition, the drafting unit needs to research and propose the application of modern technology to research the reuse of dredged materials from the inland waterway transport system to serve agricultural production...”.
The Standing Committee of the City Fatherland Front Committee highly appreciated the discussion, contributions and social criticism of experts and members of the Advisory Council of the City Fatherland Front Committee on the draft decisions of the City People's Committee and said that it would synthesize and send them to the competent authorities to complete the drafts before submitting them to the City People's Committee for consideration and promulgation.
