Innovating the content and methods of implementing mass mobilization work of state agencies at all levels, making mass mobilization work a regular task associated with the performance of functions and tasks of state agencies, cadres, civil servants, public employees and leaders need to identify the implementation of mass mobilization work as one of the criteria for evaluating, classifying emulation and rewarding collectives and individuals of state agencies at all levels.
Effectively implement the overall program of state administrative reform for the 2021-2030 period according to Resolution No. 76/NQ-CP dated July 15, 2021 of the Government ; fundamentally innovate the management and operation activities of state administrative agencies and authorities at all levels towards effectiveness, efficiency, publicity, transparency, democracy, friendliness and closeness to the people;... promote decentralization, especially in handling administrative procedures.
Focus on perfecting the institutions of the state administration according to the two-level local government model; promote democracy, publicity, transparency, ensure the participation of supervision and the right of the people to mastery in the spirit of the Resolution of the 13th National Congress of the Party. Continue to organize the review and assessment of the necessity, legality, rationality and effectiveness of administrative procedures in accordance with the two-level local government model; determine the reduction or propose to reduce to the maximum the cumbersome and unnecessary administrative procedures; apply information technology and build internal administrative procedure settlement processes... Research and widely apply information technology in mass mobilization activities, promote the role of information technology to grasp the aspirations of civil servants, public employees and workers to reflect to the Party Committee, leaders of agencies and units.
Strictly implement regulations on public service ethics, promote the exemplary role of cadres and party members, especially strategic-level cadres, leaders, cadres, civil servants, public employees, and armed forces. Strengthen the work of inspection and examination of public services, strictly handle cadres, civil servants, and public employees who act in an authoritarian manner, causing trouble for the people, infringing upon the people's legitimate rights and interests. Build a team of cadres, civil servants, and public employees in a professional manner, meeting the requirements of state management, improving public service ethics, office culture, working style, responsibility to serve the people; ... Strictly handle bureaucratic, corrupt, harassing, authoritarian, and low-quality cadres.
Organize the effective implementation of the Law on Access to Information. Focus on resolving complaints, denunciations, recommendations and reflections from citizens. Synchronously deploy policies and laws; improve the effectiveness of implementing grassroots democracy regulations according to the Law on Implementing Grassroots Democracy in 2022 and Decree No. 59/2023/ND-CP on implementing a number of articles of the Law on Implementing Grassroots Democracy; assign and arrange personnel when implementing the arrangement of provincial and commune-level administrative units in a democratic, public and transparent manner to ensure standards and qualifications to meet task requirements in the new situation.

Continue to innovate the content and methods of operation of mass organizations;... Improve the quality and effectiveness of social supervision and criticism, and giving opinions on Party building and government building of mass organizations.
Continue to effectively carry out the emulation movement "Skillful Mass Mobilization" in the fields of economy, culture, society, security, national defense... ensuring that it is consistent with the functions and tasks of each agency, unit and the job position of each cadre, civil servant and public employee in the agency and unit to mobilize cadres, civil servants and public employees to effectively implement the Party's guidelines and policies and the State's laws and policies.
