The countryside flourishes

As a purely agricultural commune, not long ago, Nghia Trung was still the last unit in the town in many aspects. However, with the attention and support of the province and Viet Yen town, in 2018, Nghia Trung completed the construction of a new rural commune. This is a premise for the locality to continue to maintain and constantly consolidate the criteria of advanced new rural commune standards. However, Nghia Trung still faces many difficulties, because it is determined to develop in the direction of agriculture and services; the construction of advanced new rural areas requires a huge source of funding. Meanwhile, the commune budget is limited, mobilizing socialization among the people and other sources is difficult because people have not developed many agricultural models of commodity production to have high income.

To reach the goal of an advanced new rural commune in 2024, on December 20, 2023, the Party Committee of Nghia Trung commune issued a resolution on directions and tasks for 2024. In particular, it focuses on leadership in building a commune that meets advanced new rural standards with a number of important criteria such as: Planning,education , culture, information and communication, production organization, environment, national defense and security.

Nghia Trung is a mountainous commune of Viet Yen town, with 9 villages, a total natural area of over 1,480 hectares, located about 8 km from the center of Viet Yen town and 10 km from the center of Bac Giang city. The whole commune has more than 3,000 households with nearly 12,800 people.

Thanks to the attention and support of the Central Government, the province and Viet Yen town in terms of resources, the efforts of the Party Committee, local authorities, and the cooperation of the people, Nghia Trung has mobilized nearly 14.4 billion VND to complete the criteria for advanced new rural areas. Including the period of 2020-2025, the commune has renovated and solidified more than 16 km of rural roads and intra-field roads; more than 90% of households have access to clean water from centralized clean water supply works. In addition, Nghia Trung has also invested tens of billions of VND to build 41 classrooms and functional rooms of the Kindergarten and Secondary School of the commune. Agricultural production (aquaculture, pig farming, flower growing, etc.) has developed strongly, the economic structure has shifted in depth, increasing people's income.

Many new roads through the area have been built, such as: Co Deo Road connecting with the Northeast belt of Bich Dong - Bac Giang city; Provincial Road 298 - Minh Duc - Nghia Trung... helping Nghia Trung to be more favorable in socio-economic development. Currently, the average income per capita of the commune reaches 59.5 million VND/person/year; an increase of 28 million VND compared to 2018. The poverty rate has decreased to 1.36%. The People's Committee of the commune has invested in building 3 new cultural houses (Lai, Nghia Vu, Yen Son villages), repairing 2 cultural houses (Me and Chung Nghia villages). Ms. Tong Thi Luyen, Lai village shared: "Since the Lai village cultural house was newly built, many roads have been expanded, our people are very excited, because there is a place for concentrated activities, convenient travel, the lives of households are increasingly improved".

Continue to break through

On January 22, 2025, the Bac Giang Industrial Parks Management Board granted an Investment Registration Certificate to Hanoi - Bac Giang Industrial Park Infrastructure Investment Joint Stock Company to implement the project of Investment in construction and business of infrastructure of Song Mai - Nghia Trung Industrial Park with an area of 197.1 hectares (of which phase 1 is 50 hectares, phase 2 is 147.1 hectares). The project implementation location is in Nghia Trung commune and wards: Song Mai, Da Mai (Bac Giang city). In phase 1, Nghia Trung has 303 households in 3 villages: Trung Xuan, Dong Xuan, Chung Nghia whose land is within the project implementation boundary to be recovered; the total ownership of 736 land plots with a total area of 32 hectares; In addition, there are 5 hectares of public land, irrigation land and 240 households of Lo residential group, Tan My ward (Bac Giang city) encroaching on the commune with an area of nearly 13 hectares also subject to recovery for this project.

According to the People's Committee of Nghia Trung Commune, the locality determined that when Song Mai - Nghia Trung Industrial Park comes into operation, it will create jobs and income for people and promote strong local socio-economic development. Therefore, the Party Committee and the People's Committee of the commune directed the implementation and strict implementation of Plan No. 74/KH-UBND dated February 21, 2025 of the Chairman of the People's Committee of Viet Yen Town on land recovery to implement the above industrial park infrastructure project to cadres, civil servants and 3 related villages of the commune. At the same time, decisions were issued to establish steering committees, working groups for project site clearance; organize public posting of the inventory of the current status; land recovery plan for site clearance, land prices... Coordinate with investors and related units to promote propaganda about the project to households; inventory, assign ownership, and clearly verify the origin of the process of using the recovered land plots...

Thanks to the entire grassroots political system actively participating in the task of site clearance, up to now, Nghia Trung has only 2 cases that have not agreed to receive compensation (total area of over 1,400 m2). For the area of Lo residential group, Tan My ward, the functional unit has paid in advance to 170/244 households with an area of 11 hectares, equivalent to 49.8 billion VND. The remaining households with a total area of 2.1 hectares have not received money because some cases have opinions about the area that are not consistent with the related planning map previously announced by Bac Giang city; some other households work far away and have not arranged time to come back to receive the money...

Comrade Nguyen Van Loc, Secretary of the Party Committee of Nghia Trung Commune, said that the Party Committee and People's Committee of the commune will continue to coordinate with the Center for Land Fund Development and Industrial Clusters of Viet Yen Town and the villages to completely resolve a number of problems related to the clearance of the Song Mai - Nghia Trung Industrial Park in accordance with regulations, especially for those who have not agreed, striving to complete the clearance of the land in the commune this June. At the same time, continue to coordinate to resolve problems related to the encroached cultivation area of households in Lo residential group. "Along with the formation of the Song Mai - Nghia Trung Industrial Park, according to the project to arrange commune-level administrative units of the province, Nghia Trung will merge with the communes and wards: Minh Duc, Bich Dong, Hong Thai into Viet Yen ward. This will be an opportunity for Nghia Trung to continue to break through and develop more and more prosperously", said comrade Nguyen Van Loc.
