After sitting down after listening to the propaganda and dissemination of legal knowledge organized by the City State Legal Aid Center in coordination with the Department of Justice of Hoa Vang district and the People's Committee of Hoa Phu commune, Mr. Nguyen Van Lo (a war invalid, Phu Tuc village) asked the consultant to further answer his questions about the policy of supporting people with meritorious services. Before that, he had found out that his support amount was lower than that of many other war invalids, so he was worried. After a female legal aid worker presented the state regulations and analyzed and explained in detail that his receipt was in accordance with state regulations. From then on, Mr. Lo understood that his previous concerns were no longer there.
Mr. Nguyen Tan Quang, a civil servant in Hoa Phu commune, said that legal aid consultation, communication and free legal aid conferences held at the village cultural house and community house have changed the way people approach the law. “Of course, we cannot hold legal documents and read them to people. In order for people to understand easily, those who communicate must know how to listen, share, and be close to the people. Then, dry and unfamiliar legal knowledge will become more familiar. This helps people easily access and understand more about the law and related procedures to effectively apply them in life,” Mr. Quang shared. According to Mr. Quang, when the law is disseminated properly and promptly, the number of cases in which people voluntarily seek legal aid will increase. This is a positive sign showing that people's trust in the law is gradually being strengthened, especially those in mountainous and ethnic minority areas.
Ms. Nguyen Thi Kim Anh, Director of the City's State Legal Aid Center, said: "We always identify mass mobilization work through communication and legal aid as a key task. Therefore, every year, the center closely coordinates with sectors, organizations, and local authorities to organize communication activities on legal aid suitable for each target group, location, and time."
From 2023 to present, the center has organized 31 legal communication sessions at the grassroots level, attracting more than 1,300 people to attend. At the same time, it has compiled and distributed 84,000 free leaflets on legal aid, including contents such as: procedures for requesting legal aid; regulations on legal aid for people with disabilities, ethnic minorities, relatives of martyrs, the poor, etc. These documents not only contribute to raising legal awareness but also help people know how to access legal aid policies when needed.
According to Ms. Kim Anh, the center especially focuses on the motto of "taking people as the center". The team of legal aid workers not only work at the office but also go directly to the grassroots to advise and answer questions for people. From the beginning of 2023 to now, the center has received and processed 546 legal aid cases for 546 people. Many cases have achieved positive results, meeting the wishes of the people. "Legal aid work does not only focus on quantity but must improve quality. All cases are carried out seriously and responsibly by the team of legal aid workers. Many people, after being consulted, clearly understand their rights and obligations, thereby becoming more confident in their journey to find justice," said Ms. Kim Anh.
One of the outstanding successes in the mass mobilization work of the City State Legal Aid Center is the flexible approach to vulnerable groups. For the elderly and people with disabilities, the way of communication must be gentle and easy to understand, from language to attitude. The enthusiasm, patience and companionship of the assistants are the "keys" for people to open the door to the law. In particular, through legal aid activities, many people for the first time know the right to free lawyers, the right to support in land disputes, marriage, inheritance, etc.
Knowledge that seemed strange now becomes familiar and practical. This not only improves legal understanding but also contributes to building a fair and civilized society.
According to the assessment of the city's Department of Justice, legal aid activities in recent years have had many positive changes, especially in the awareness of people and local authorities. Many localities have proactively coordinated with the city's State Legal Aid Center to organize consultation and communication sessions, integrating legal aid into cultural and social programs.
Based on the results achieved, in the coming time, the City Legal Aid Center will continue to promote communication at the grassroots level, prioritizing remote areas, areas with a large number of ethnic minorities and disadvantaged people. At the same time, improve the quality of the legal aid team, promote the role of the legal propagandists at the grassroots level, so that legal aid work really goes into depth, bringing practical benefits to the people. "We hope that people not only know about legal aid when they have problems, but also see it as a reliable address, always accompanying and protecting the legal rights of everyone. When the law is closer to the people, their belief in justice will be increasingly multiplied," Ms. Kim Anh shared.
