Recently, we were present at Cau May 2 Residential Group, Sa Pa Ward. The atmosphere here was bustling from early morning. Today, people were excited when for the first time, the leaders of the Party Committee and People's Committee of Sa Pa Ward directly came to the residential area to dialogue and listen to the thoughts and aspirations of the people. Since the two-level local government model was implemented, this meeting has been meaningful as a bridge connecting the government and the people.

Bridge between people and government

In a friendly and open atmosphere, Sa Pa ward leaders and people talked and exchanged. There was no distance between the "government" and the "people"; the dialogue became a place where people frankly expressed their concerns. A series of practical issues were raised such as: The lighting system along Provincial Road 152 has degraded, many light bulbs are broken, making it potentially dangerous for people to travel at night; many damaged drainage sections need to be repaired; about the request to create conditions for people to handle administrative procedures such as household registration, land... Each opinion was carefully listened to by ward leaders and specialized departments and offices, and directly answered the contents within their authority. For issues that need more time to consider, there is also a commitment to have a solution as soon as possible.

Mr. Ly A Pho, Head of Cau May 2 Ward said: We are very happy to participate in today's friendly exchange, all opinions and recommendations of the people have been recorded. In particular, the recommendation on clean water supply has been directed to be implemented immediately by the ward leaders, helping people feel secure.

Since the operation of the two-level local government apparatus, many dialogues with people have been held in residential groups. This has contributed to connecting people with the government, arousing the spirit of "co-creation"; promptly receiving and resolving people's reflections, comments, and suggestions on issues related to life, social security, economic development - infrastructure - environment.

Chairman of the People's Committee of Sa Pa Ward To Ngoc Lien commented: "Through the meetings with voters and dialogues, we found that the time was not enough to hear all the thoughts and aspirations of the people. Therefore, the Party Committee of Sa Pa Ward agreed to implement the plan "People speak - Party listens - Government acts". At that time, all the matters that people propose, reflect and discuss will be grasped by Party committees at all levels, especially the Standing Party Committee, and have directions to resolve and remove them with the motto: "Clear people, clear work, clear time, clear results...".

Exchanges and meetings with the people are also an information channel for local authorities to propagate and disseminate Party regulations and State policies and laws to the people quickly and effectively...

Listening to serve the people better

Implementing the theme "People speak - Party listens - Government acts", Sa Pa ward simultaneously deployed four methods including: Direct listening; thematic meetings; going to the grassroots and receiving and listening to information online through digital platforms.

Sa Pa Ward Party Secretary Phan Dang Toan said: “With the characteristics of Sa Pa in particular and of the people in general, most people go to work during the day. Therefore, we choose to meet and contact people in the evening so that everyone has the most time to express their opinions and views. Up to this point, we see that this policy and approach is very correct. People are very straightforward, reflecting many issues that if you do not go directly to the grassroots to listen, it is difficult to grasp everything.

Currently, Sa Pa ward also implements the "Morning Coffee" model outside of office hours, from 6:30 to 7:30 every Monday to meet with businesses and production and business cooperatives in the area; from there, listen and promptly resolve problems, creating favorable mechanisms for business development. According to the People's Committee of Sa Pa ward, this is an open forum where businesses can give frank opinions about the difficulties they are facing... All will be listened to by ward leaders in a spirit of openness and receptiveness; together discuss many important issues, contribute opinions to local authorities, so that there will be correct and accurate decisions, contributing to building a bright-green-clean-beautiful Sa Pa.

Mr. Nguyen Thai Minh, Secretary of the Sa Pa 5 Residential Group Party Cell, shared: With the characteristics of Sa Pa being a national tourist area, welcoming millions of tourists every year, along with a large number of tourism businesses, the booming homestay service in recent years has also given rise to many problems. Therefore, the opinions and recommendations of the people that need to be resolved are also increasing. Since the leaders of the Party Committee and the People's Committee of the ward organized meetings and exchanges outside of office hours, we have been very excited, the opinions of the people have reached the local leaders directly.

Comrade Phan Dang Toan, Secretary of the Sa Pa Ward Party Committee, commented: “With the viewpoint that the Party's leadership must rely on the people, listen to what the people say, and understand what the people think. We consider each opinion an important information channel to adjust policies and plans to be closer to reality. Through the people and businesses, we grasp how effectively the ward has implemented the contents, what problems need to be resolved, how the apparatus operates... At the same time, we also have the opportunity to explain, propagate, and disseminate to the people, thereby creating consensus among the people."
