At the beginning of the talk, Mr. Phan Ngoc Tho shared that in the journey of building Thua Thien Hue into a centrally-run city, especially since Resolution No. 54-NQ/TW of the Politburo , besides the advantages, there are still many difficulties, especially the impacts of natural disasters, epidemics and the effects of economic recession... However, with the high determination of the entire political system, the efforts and participation of all levels, sectors and the entire people, the socio-economic situation in the province in recent times has had many clear changes in all fields of economy, culture, society, information technology..., which has been highly appreciated by the Party and Government leaders.

According to Mr. Phan Ngoc Tho, one of the most important achievements is to create trust among the people, thereby creating consensus and unanimity in implementing and carrying out policies, resolutions of the Central and the province. For example, completing the relocation of thousands of households (phase 1) to implement the project of preserving, renovating and embellishing the Hue Citadel system. This is considered a "historic migration" whose result is to create consensus and unanimity from the people.

Or the T2 Terminal Project - Phu Bai International Airport, thanks to the mobilization of the entire political system and the active support of the people in carrying out site clearance work to hand over to the investor on time...

Regarding the implementation of Resolution No. 54-NQ/TW of the Politburo, Resolution No. 83/NQ-CP of the Government, Resolution No. 38/2021/QH15 of the National Assembly, Standing Deputy Secretary of the Provincial Party Committee Phan Ngoc Tho said that the province's consistent viewpoint is to develop Thua Thien Hue based on the foundation of preserving and promoting the value of the ancient capital's heritage and Hue's cultural identity, with the strength of developing a knowledge-based economy , digital economy... on the basis of harmoniously continuing the preservation of Hue's identity, culture, and Hue people with dynamism, creativity, bold innovation in thinking... with the goal of developing Thua Thien Hue to become a center of culture, tourism, healthcare, education and training, science and technology and innovation.

In recent times, with the participation of the entire political system and the entire population, the poverty rate in the province has tended to decrease. Huong Thuy is one of the localities that has effectively implemented the reduction of the poverty rate in the area in a short time. This proves the consensus and support of the people and the effectiveness in management and implementation.

“In order for the poverty rate not to become a barrier in the journey to become a centrally-run city, at the grassroots level, in my opinion, it is necessary to continue to fully promote the bridging role of the Party Secretary, village chief, head of the Front Work Committee, etc., because they are the extended arms of the Party and the government with the people, thereby finding good and effective initiatives and models, at the same time, creating resonance, helping to change thinking, joining hands with the province when Hue enters a new phase: dynamic, creative, people have a prosperous life, friendly government, peaceful society, etc.,” said Standing Deputy Secretary of the Provincial Party Committee Phan Ngoc Tho.
