Immediately after the Prime Minister issued Official Dispatch No. 149/CD-TTg dated August 28, 2025, the Ministry of Finance provided detailed instructions, and the People's Committee of Son La province issued Decision No. 2203/QD-UBND dated August 30, 2025, allocating more than 138 billion VND to 75 communes and wards in the area to implement payments to the people.
In a short time, an urgent online meeting was held from the province with departments, branches and local authorities. Comrade Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee, clearly stated the motto: “Ensure that all people receive gifts on National Day”. This is not only a requirement for progress, but also a commitment to responsibility, fairness and social consensus. The leaders of Son La Provincial People's Committee requested that facilities be flexible in payment methods, promptly provide guidance and remove difficulties and obstacles in the implementation process.
The day after the meeting, from the officials of the Department of Finance, the State Treasury, the bank to the grassroots officials immediately deployed the work. The communes and wards established working groups at the grassroots level, following the motto "going to every alley, knocking on every door", many working groups went down to the villages, overcoming floods and slippery roads to promptly hand over the gifts of the Party and the State to the people, ensuring the completion of the payment of gifts to the people before 11:00 a.m. on September 1, 2025 according to the list provided by the police force.
In Chieng Coi Ward, the giving of Independence Day gifts was carried out early and systematically. Comrade Do Van Tru, Secretary of the Ward Party Committee, said: The Ward established 30 working groups and arranged the most convenient gift-giving locations for the people. The list of gift recipients was extracted from the national population database, publicly and transparently. The head of the household or a legally authorized person will represent the recipient. The ward police coordinated to thoroughly review, ensuring accuracy, avoiding omissions or duplication. Information on payment time and location was widely announced for people to understand. For some cases outside the population database, the ward will record and promptly report to have a payment plan; if necessary, the ward will advance the budget to pay in advance to the people.
On the afternoon of August 31, at many cultural houses and residential groups in the province, in a bustling atmosphere, people eagerly went to receive gifts in joy and excitement. Mrs. Quàng Thị Mai, Me Ban village, Chieng Coi ward, emotionally shared: Receiving a gift from the State, I feel very happy. Although the amount of money is not large, it is the care and encouragement for each family to enjoy the common joy of Independence Day. As soon as the loudspeaker announced the group to receive the money, my husband and I brought our little child along so that later he will remember that the Fatherland always loves and cares for all people, from babies to the elderly.
For Ms. Tong Thi Thom, Co village, Chieng An ward, nearly 70 years old this year, when she came to the village cultural house to receive the September 2 gift, she could not hide her emotions, saying: I have experienced many Independence Day holidays, but this year is very special. When holding the gift from the State, I feel more clearly the connection, national pride and solidarity between the government and the people.

In remote communes, payment is more difficult, but the sense of responsibility of the cadres is promoted. The border commune of Phieng Pan, with 45 villages and over 24,700 people, has a large population but scattered housing, many villages are far from the center, and the dirt roads are slippery. To ensure the completion of payment to all people before September 2, the commune has established 10 working groups, mobilizing 100 cadres and civil servants to go directly to the grassroots regardless of the night.

At 8:00 p.m. on August 31, at the Na Hien Village Cultural House, the working group arrived to distribute gifts to the people. Mr. Vi Van Lech, a commune official, said: The village is 17 km from the commune center. It was raining and the road was slippery, so we had to travel from 2:00 p.m. to 8:00 p.m. When we arrived, although we were tired, seeing the people waiting, the team members immediately paid for 182 households and 835 people that night so that they could continue to other villages the next morning.
Receiving the gift with great emotion, Mr. Vi Van Sang, a resident of Na Hien village, shared: The gift has great significance for us, the people of the highlands. This is the timely care and encouragement of the Party and the State, helping people have more confidence and motivation to stay and build their homeland in the border area.
In Chieng Sung commune, despite heavy rain and power outages on the evening of August 31, working groups still made efforts to go to the villages to deliver gifts to the people. Comrade Nguyen Tuan Anh, Secretary of the Chieng Sung Commune Party Committee, said: Although they had to work through the night, when they saw the excited smiles of the people, the cadres and civil servants were more motivated. By 11 p.m. on August 31, over 50% of households in the commune had received gifts.
The gift-giving policy on September 2nd on Independence Day, all Vietnamese people, from urban to rural areas, share the same happiness, are shared and appreciated. The gift encapsulates the great sentiment of the Fatherland. It affirms the equality in enjoying policies, the care of the Party and State for all people.
