In 2017, the District Medical Center and General Hospital merged to form the Hai Lang District Medical Center. In November 2018, the unit received the District Population - Family Planning Center (FPC), performing functions of preventive medicine; medical examination, treatment, rehabilitation, population and family planning.
The center's infrastructure system has been repaired, upgraded, and newly built to be more and more spacious and equipped with medical equipment to meet the people's needs for medical examination and treatment. The center has invested in relatively complete and modern machinery and equipment such as automatic biochemical machines, digital X-ray, 3D and 4D color ultrasound, anesthesia and resuscitation, endoscopic surgery, etc.
The District Medical Center is increasingly expanding with a scale of 150 beds. Each year, it examines over 100,000 patients, treats over 10,000 inpatients and outpatients, and performs about 1,500 surgeries; the fields of surgery, internal medicine, emergency resuscitation, testing, and functional exploration are all deployed synchronously and effectively; techniques in the fields of Oriental medicine and rehabilitation are developed in coordination, increasingly meeting the basic needs of medical examination and treatment for the people.
In particular, many new technical services have been successfully and effectively deployed and applied, which previously required patients to be transferred to higher levels for treatment, such as laparoscopic appendectomy, uterine fibroid and ovarian cyst removal, genital prolapse surgery; root canal treatment. Many more paraclinical and functional testing techniques have been developed to support disease diagnosis, such as general ultrasound; cardiac doppler ultrasound; fetal heart rate and uterine contraction monitoring with obstetric monitors; respiratory function measurements; digital X-rays; blood biochemical tests with automatic machines; gastrointestinal endoscopy, ENT endoscopy, etc.
The medical staff is always focused on training to improve their professional skills to meet the needs of serving the people. Up to now, the whole district has 40 level 2 specialists, level 1 specialists, 12/15 communes have doctors; 8 university and post-graduate pharmacists.
The medical stations have also been invested in upgrading and building new ones, with full examination rooms, inpatient vaccination rooms, drug dispensing rooms, delivery rooms, and on-call rooms to ensure medical examination and treatment. The medical staff and doctors are regularly supplemented and retrained in their subjects at each time. Up to now, 80% of medical stations have doctors, 100% of communes have met national health standards for the period 2021-2030. The operational efficiency of the commune-level health system has been increasingly improved, basically meeting the initial medical examination and treatment needs of the people as well as doing a good job of disease prevention and control.
Preventive work is always focused on, with the motto that preventive medicine is the key, disease prevention and control is always proactive, timely and effective. In particular, during the complicated development of COVID-19, the district health sector has provided timely and accurate advice to lead local authorities to successfully deploy pandemic prevention and control work and is the core force leading in all difficulties and dangers, contributing to protecting and taking care of people's health.
National health target programs such as: prevention and control of child malnutrition, reproductive health care, expanded immunization, food safety and hygiene, community mental health care... have been implemented by the District Health Center with attention and brought about remarkable results. The rate of full vaccination for children under 1 year old reached over 95%. In particular, some diseases such as plague, leprosy, polio and 7 diseases in the expanded immunization program have been pushed back and eliminated.
The District Health Center has paid attention to and implemented the work of reproductive health care - family planning synchronously and effectively. Every year, the center has closely coordinated with the health stations of communes and towns to carry out two campaigns of population communication integrating reproductive health care - family planning services; organized counseling and reproductive health examinations for women of childbearing age; coordinated with associations and organizations to organize reproductive health counseling for adolescents and young people; coordinated propaganda about the consequences of gender selection at birth for the people. The rate of giving birth to the third child or more has decreased to 14.6%; projects for pre- and post-natal screening, gender imbalance, and care for the elderly have been implemented effectively.
Implementing the Decision of the Ministry of Health on innovation in service style and attitude, aiming at patient satisfaction, the District Medical Center continues to operate a "hotline" to increase the reception and handling of patient feedback on the quality of medical examination and treatment services; at the same time, maintain and strengthen the suggestion box, as a basis for correcting the working style, style and spirit of service attitude of medical staff. Thanks to that, the survey results on patient satisfaction have increased significantly. Accordingly, the satisfaction rate of inpatients is 92%, outpatients is 90%, and staff and employees are satisfied at over 80%.
Vice Chairman of Hai Lang District People's Committee Cap Xuan Ta said: "In recent times, the health sector of Hai Lang district has performed well the function of taking care of people's health. Especially in difficult times such as natural disasters and epidemics, Hai Lang medical staff and doctors do not hesitate to face difficulties, day and night staying in the area, demonstrating a very admirable medical ethics and responsibility.
With its outstanding contributions, over the past 10 years, the District Medical Center has been awarded the Excellent Emulation Flag by the Government twice; the Provincial People's Committee has awarded the Emulation Flag three times, received a Certificate of Merit from the Prime Minister, and many Certificates of Merit from the Vietnam General Confederation of Labor , the Ministry of Health, the Provincial People's Committee and the Provincial Labor Federation for collectives and individuals. Recently, the unit has submitted a dossier to consider proposing the State to award the Third Class Labor Medal.
