Efforts to remove difficulties in procedures for businesses

The Government and all levels and sectors have made continuous efforts in administrative reform, amending laws, and reducing many types of licenses. However, there are still many procedures, especially production and business conditions (often called "sub-licenses") that need to be implemented, causing businesses to waste time and money.

The complexity and overlap of administrative procedures and "sub-licenses" are still a burden for businesses in the process of doing business.

Some cosmetic manufacturing and trading enterprises in the province shared that, although they have spent a lot of time applying for various documents such as: certificates of eligibility for cosmetic production, certificates of cosmetic advertising content, new product declaration forms, etc., the enterprises have not been able to complete them.

There are businesses that have to temporarily stop production and lose many opportunities when the process of applying for documents to ensure production and business conditions encounters many difficulties.

According to a representative of a company, although the company has carefully studied the regulations and completed all the documents to request the relevant departments and agencies to issue the necessary documents and procedures, it still cannot do so. For example, this company submitted a request to the competent authority to issue a certificate of eligibility for cosmetic production and a certificate of cosmetic advertising content. However, after receiving and checking, the competent authority informed that the company's documents did not meet the conditions for issuing these two types of certificates according to the regulations, while not specifying which clause or article was not in accordance with the regulations so that the company could understand and supplement them according to the regulations.

Ministries, branches and localities have compiled, compiled and announced 6,358 administrative procedures, of which 4,377 administrative procedures (accounting for 68.8%) are related to production and business activities; 8,977 business conditions; 3,086 products and goods subject to specialized inspection; 886 technical standards and regulations related to the implementation of administrative procedures in production and business; 640 reporting regimes of enterprises; the total annual cost of compliance with administrative procedures is more than 120 trillion VND.

When launching a new product to the market, they spend a lot of time completing various procedures and licenses.

Not to mention that in recent years, many regulations on documents and procedures have caused difficulties for businesses. Each time there is a change in standards and regulations, businesses have to spend more money, effort and time.

In addition, products in the food industry often have a short shelf life and need to be quickly sold to the market. Therefore, shortening the time for procedures will reduce hassle and remove difficulties for businesses.

According to the survey results "Current status of provision/implementation of administrative procedures for enterprises in 2024" conducted by the Private Economic Development Research Board (Advisory Council for Administrative Procedure Reform of the Prime Minister) in coordination with a number of implementing units, it shows major shortcomings in the implementation of administrative procedures by enterprises.

Specifically, up to 44.4% of enterprises assessed difficulties in implementing administrative procedures and complying with legal regulations as one of the three biggest challenges today. Non-state enterprises were heavily affected, accounting for 84.6% of the total number of reports on difficulties in administrative procedures, while small and micro enterprises with less than 50 employees were the ones facing the most obstacles.

Notably, businesses operating in the domestic market were most affected, with 63.1% of businesses saying they faced difficulties in complying with legal procedures. A report by the Vietnam Federation of Commerce and Industry (VCCI) also showed that up to 20% of businesses participating in the survey said they had to pay unofficial fees during the administrative procedure process.

The difficulties of enterprises have been posing urgent demands for stronger reform of administrative procedures. Since the beginning of 2025, the Government has issued many resolutions and dispatches to reduce and simplify administrative procedures related to production and business activities, overcome limitations, and create a favorable investment and business environment for enterprises.

For example, in Official Dispatch No. 22/CD-TTg issued on March 9, 2025, Prime Minister Pham Minh Chinh requested ministers, heads of ministerial-level agencies, government agencies, and Chairmen of People's Committees of provinces and centrally run cities to promote more strongly and drastically the reform of administrative procedures and improve the business environment substantially and effectively.

In particular, ministries, agencies and localities are required to focus on thoroughly reviewing, cutting down and simplifying regulations and administrative procedures related to investment, production, business activities and people's lives, ensuring a reduction of at least 30% of the time for processing administrative procedures, a reduction of at least 30% of business costs (compliance costs); abolishing 30% of unnecessary business conditions; performing procedures related to enterprises in the electronic environment, ensuring smoothness, continuity and efficiency.

Representative of the provincial business community, Chairman of the Dak Lak Provincial Business Association Huynh Van Dung said that the Party has issued a policy, so the National Assembly and the Government need to issue strict sanctions to force civil servants and responsible people to strictly implement it, and when implementing it, they must implement it correctly; there must be a mechanism to handle if civil servants do not perform their duties. The business community hopes that the National Assembly and the Government, as well as all levels and sectors, will quickly implement and soon bring the resolutions into life to add motivation, enthusiasm and positive energy to the business community.
